On the afternoon of February 11, at the Government headquarters, Prime Minister Pham Minh Chinh chaired a conference on science and technology development, innovation, digital transformation and high-quality human resources to promote economic growth.

Also attending the conference were Deputy Prime Minister Le Thanh Long, leaders of ministries, branches, central and local agencies, and a number of domestic and foreign corporations and enterprises.

Gradually master and develop some core technologies

Reports and opinions at the conference affirmed that developing science and technology, innovation, digital transformation, and training high-quality human resources to promote economic growth are consistent policies and top priorities of our Party and State, concretized in the Party Congress Resolution, resolutions, conclusions, and directions of the Central Committee, Politburo, Secretariat, National Assembly, Government, and Prime Minister.

Regarding the situation, delegates assessed that the focus on directing the completion of mechanisms and policies has resolved many bottlenecks, creating space and motivation for breakthrough development in science and technology, innovation, digital transformation, and high-quality human resources. In 2025, the Government will continue to direct the submission to the National Assembly for consideration and approval of a number of important laws to continue supporting breakthrough development in this field such as the Law on Atomic Energy (amended), the Law on Digital Technology Industry, the Law on Science and Technology (amended), etc.

Vietnam has gradually mastered and developed a number of core technologies in production and manufacturing (such as jack-up rigs, lifting equipment, coal mining lines, etc.), reducing dependence on imports and increasing localization value; promoting the production of high value-added products, enhancing international competitiveness.

The agricultural sector has applied many high technologies in selecting plant and animal breeds, disease management, and agricultural product processing to help increase productivity and product quality, which is an important premise for Vietnam to have a highly efficient agriculture.

The medical and healthcare sector has mastered the technology to produce vaccines and medical equipment, and developed advanced treatment techniques to reduce import costs and improve quality.

Vietnam's Global Innovation Index (GII) has improved positively. In 2024, Vietnam's GII ranking will be 44, up 2 places compared to 2023. Over the past 11 years, since 2013, Vietnam's GII ranking has increased by 32 places (from 76th to 44th).

Innovation centers and startup support centers have been established, initially forming a national innovation system with enterprises as the center and universities and research institutes as strong research entities.

The number of innovative enterprises and creative startups is increasing. The rate of enterprises with innovative activities is about 25% of the total number of enterprises, including about 4,000 startups.

In particular, in the field of semiconductor technology and artificial intelligence (AI), Vietnam has made important strides in 2024, gradually affirming its role as an important link in the global supply chain. Notably, the Vietnamese Government and NVIDIA Corporation have cooperated to establish the NVIDIA AI Research and Development Center and the AI ​​Data Center in Vietnam.

In addition, delegates pointed out a number of shortcomings, limitations and inadequacies in the slow implementation and concretization of legal documents and specific resolutions of the National Assembly; a lack of some important mechanisms and policies; the current testing mechanism has not really played its role, controlled testing still faces many difficulties; state budget resources are still limited compared to requirements, regulations on budget management are still very complicated; the quantity and quality of human resources in our country have not yet met development requirements, especially the human resources for research and development of high-tech products and services...

In order for science and technology, innovation, digital transformation and high-quality human resources to truly be breakthrough factors, becoming the main driving force for economic growth and rapid and sustainable national development, delegates discussed and shared good experiences, valuable lessons, and creative ways of leadership, direction, administration and implementation.

Along with that, propose key tasks and solutions to accelerate and make breakthroughs in the coming time for each ministry, industry, locality, and economic entity to improve the efficiency and contribution of science and technology, innovation, digital transformation, and high-quality human resources for the development of each industry and field; propose specific mechanisms and policies to create breakthroughs, meeting development requirements in 2025 and the coming time.

9 key tasks and solutions

Concluding the Conference, Prime Minister Pham Minh Chinh assigned the Ministry of Planning and Investment and the Government Office to preside over and coordinate with relevant ministries and agencies to receive comments, review, finalize and soon submit to the Prime Minister for promulgation a Directive on science and technology development, innovation, digital transformation and training of high-quality human resources to contribute to promoting economic growth to urge implementation, emphasizing a number of tasks and solutions to implement Resolution 57 of the Politburo and the Government's Action Program.

The Head of Government emphasized that developing science and technology, innovation, digital transformation and training high-quality human resources are objective requirements, strategic choices and top priorities for national development, with people and businesses as the center and subject.

Developing science and technology, innovation, digital transformation and training high-quality human resources have three important meanings: Contributing to restructuring the economy in a fast and sustainable direction; contributing to improving the overall labor productivity of the whole society; enhancing the competitiveness and integration of the national economy.

Assessing the results and effectiveness of recent times in science and technology development, innovation, digital transformation and human resource training, the Prime Minister stated that Vietnam has achieved important achievements, such as renewing thinking in and developing agriculture, taking agriculture as a pillar, contributing to hunger eradication and poverty reduction, bringing the country out of poverty; focusing on 3 strategic breakthroughs, integrating deeply, substantially and effectively into the international economy; creating momentum, creating force, creating a position to turn the country into a developing country with an upper middle income, and then looking further and wider to become a developed country with a high income. However, the results achieved compared to the development requirements and the people's rights to enjoyment are not high.

Regarding upcoming goals, tasks and solutions, Resolution 57 of the Politburo and the Government's Action Program have clearly identified task groups with specific tasks. The Prime Minister emphasized 9 more key task groups and solutions :

Firstly , raise awareness throughout society about the position, role, and importance of science and technology, innovation, digital transformation, and training of high-quality human resources for high and sustainable growth. This must permeate the thinking, words, and actions of each level, each sector, and each Vietnamese citizen; take the achievements that have been achieved and the people have benefited from them to propagate, especially about databases, cloud computing, artificial intelligence, the Internet of Things, optoelectronics, etc.

Second, review at all levels, sectors, institutes, schools, and enterprises the bottlenecks and obstacles in terms of institutions, mechanisms, and policies to continue to improve, amend, and supplement them promptly and effectively, especially from the actual operations of the units; this work must be done in the first and second quarters of 2025.

In particular, urgently develop and submit to the National Assembly at the upcoming extraordinary session a draft Resolution on piloting a number of new policies to remove difficulties and obstacles for the development of science and technology, innovation, and digital transformation; at the same time, submit to the National Assembly a project to amend the Law on Science and Technology at the May session.

Third, it is necessary to promote infrastructure development, including digital infrastructure, information technology infrastructure, transport infrastructure, infrastructure for the fourth industrial revolution, energy infrastructure, healthcare infrastructure, education, society, sports, cultural infrastructure, cultural industry, and entertainment; build innovation centers; infrastructure development must be inclusive and comprehensive in all fields across the country.

Fourth, we must diversify resources, including resources from the State, people, businesses and society; public-private partnership and socialization; borrowing and issuing government bonds. To develop any sector or industry, we must have policies and mechanisms to mobilize resources to prioritize the development of that sector.

Fifth , innovate and diversify training forms; such as training from high school to university, postgraduate, supplementary training, expert training, technical training, domestic and foreign training, hiring experts, training cooperation, building specific mechanisms for training, attracting talents...

Sixth , governance must be smart, optimize management, eliminate the request-grant mechanism, cumbersome procedures, increase decentralization, decentralization along with resource allocation, improve implementation capacity, strengthen supervision, inspection, increase post-inspection, reduce pre-inspection; evaluate management based on overall efficiency, not local efficiency; develop along with ensuring the environment and social security, leaving no one behind.

Seventh, promote international cooperation and integration, especially the transfer of source technology, core technology, and the most advanced technology to "turn the situation around, change the state" as quickly as possible, especially in priority areas. On this occasion, the Prime Minister thanked the world's major economic and technological corporations present in Vietnam.

Eighth, ministries, branches, localities, levels, institutes, schools, and scientists need to cooperate closely and effectively on the basis of the functions, tasks, and powers of each entity, putting the interests of the nation, people, and country above all, first of all, in the spirit of "harmonious benefits, shared risks", healthy competition, and effective cooperation; valuing time, intelligence, decisiveness, and determination in organizing actions; thinking must be clear, determination must be high, efforts must be great, actions must be resolute, focused, and key points, completing each task, and completing each task. Assigning "clear people, clear tasks, clear responsibilities, clear time, and clear products"; once discussed, it must be clear, once said, it must be done, once committed, it must be done; once done, it must have products, effective, specific, and measurable. Those who do well must be rewarded and encouraged, those who do not do well must stand aside.

Ninth , develop Vietnam's global innovation ecosystem to attract brainpower, technology, and human resources from all over the world in all fields. The Prime Minister also called on businesses and philanthropists to continue contributing to the National Innovation Center (NIC) in Hoa Lac, Hanoi.
