Consider the responsibility of the head
At a recent meeting chaired by Vice Chairman of the Provincial People's Committee Ho Quang Buu - Deputy Head of the Steering Committee for Administrative Reform, Digital Transformation and Project 06 provinces, Lieutenant Colonel Nguyen Thanh Nhan - Head of the Department of Administrative Management of Social Order (Provincial Police) informed that Quang Nam is one of 10 localities at risk of not completing the digitization of civil status data in 2024. Currently, Quang Nam has only completed 70% of the task of dividing and separating data for the People's Committees at the commune level to update data into the Ministry of Justice's software 158.
In addition, regarding the digitization of land data, the Department of Natural Resources and Environment has not yet developed a roadmap and progress for digitizing land use right certificates and assets attached to land in the province, at risk of not completing the progress according to Directive No. 04, dated February 11, 2024 of the Prime Minister and the guidance on cleaning land data of the Department of Administrative Management of Social Order Police (Ministry of Public Security).
“The implementation of health insurance examination and treatment using chip-embedded citizen identification cards, ID cards and the VNeID application has a new QRcode scanning rate of 62.58%. According to the assessment of the Government's Project 06 Working Group, the rate of integrating electronic health books/health insurance card codes on the VNeID application is still low, ranked 53/63 nationwide.
Through inspection of the work of ensuring security and safety of systems and equipment related to the national population database, there are many limitations. The Management Board of Economic Zones - Industrial Parks, Department of Culture, Sports and Tourism has not yet deployed a model related to AI Camera" - Lieutenant Colonel Nguyen Thanh Nhan said.
Colonel Vo Thi Trinh - Deputy Director of Quang Nam Police Department requested the provincial leaders to consider the responsibility of collectives and individuals in the delay in completing the targets of Project 06; the Departments of Justice, Natural Resources and Environment, and Health must pay attention and give drastic direction.
“We share the difficulties in infrastructure and staffing of the sectors, but the Central Government only compares what other provinces can do, why can’t Quang Nam do it? There is not much time left in the year, we need to set a specific time, avoid generalities. The police have determined their permanent role, have closely directed, the local police are very determined but need the support of the departments and sectors,” said Colonel Vo Thi Trinh.
Must fill the database
Mr. Nguyen Duc Binh - Director of the Department of Information and Communications said that currently, Quang Nam's digital platform and digital applications are ranked among the top, but the construction of data warehouses is still slow and incomplete.
“The digital transformation plan in 2024 is difficult because we started from a low point. The big obstacle is building a database to put on the shared system. According to the determination of the provincial leaders, from January 1, 2025, Quang Nam will monitor, operate, consult, and make decisions from all levels of government above the IOC. This is a huge pressure on the province. The data warehouse is still located in the sectors. We have built a warehouse, but it is an empty warehouse, we must be determined to fill this warehouse with data from all sectors,” Mr. Binh shared.
Commenting on administrative reform, digital transformation and implementation of Project 06 in the province in recent times, Vice Chairman of the Provincial People's Committee Ho Quang Buu said that the Provincial Party Committee, People's Council and Provincial People's Committee have paid great attention, but on the side of the sectors and localities, there are still some places that are only at the level of... raising awareness.
“Raising awareness is right, but we cannot stop there. The numbers speak for themselves. Quang Nam cannot keep explaining the reasons for the delays while the results and numbers remain sluggishly at the bottom of the country.
Now, what needs to be done is to review the tasks, focusing on improving the quality of 25 essential public services and services in Decision No. 422/QD-TTg, implementing 43 models of Project 06 on time as prescribed.
Propaganda activities must be strengthened, resolutely implemented, innovated and have specific quantification. The community digital technology team must promote its role in guiding the installation, activation, and use of electronic identification accounts, integrating health insurance cards and other documents on VNeID, and the steps to issue criminal records on VNeID..." - Vice Chairman of the Provincial People's Committee Ho Quang Buu said.
For members of the Working Group of Project 06 provinces, Vice Chairman of the Provincial People's Committee Ho Quang Buu requested heads of departments, branches and local leaders to clearly define tasks, focus on clarifying limitations, point out bottlenecks under which authority to resolve in order to report promptly, have specific solutions, and avoid formalities.
Regarding the database, Vice Chairman of the Provincial People's Committee Ho Quang Buu requested that all sectors take the initiative in building and completing the database. In particular, the digitization of household registration data must be determined to reach a rate of 100%. "For localities that are weak and lack determination, the Provincial People's Committee will direct and the Provincial People's Committee will request the Provincial Party Committee to request the secretaries of district, town and city Party Committees to take action," Mr. Buu emphasized.
