From the movement… into life

To create the change as today is the result of implementing Directive 31, dated July 9, 2020 of Phan Thiet City Party Committee. To concretize, immediately after that, Phan Thiet City People's Committee issued Plan 6050 to implement the Campaign: "Phan Thiet people do not discharge waste, wastewater, waste on the streets and public areas" (Campaign). This was followed by Notice 570 strictly prohibiting littering and dumping waste in the wrong places throughout the city; requiring all wards and communes to deploy to businesses and people to know and sign a commitment.

After 2.5 years of implementation, the Campaign has contributed to solving many pressing issues and environmental hotspots in the city. Each ward and commune has a specific plan for implementation and dissemination to the people in many forms: loudspeakers, leaflets, parades, etc. At the same time, organizing households and businesses to sign commitments, up to now 68,436 households have signed commitments. Along with that, in wards and communes, hotlines or technology applications such as Facebook, Zalo, mail, etc. have been set up so that people know and promptly report when detecting cases of littering in the wrong place. Phan Thiet City has established the Smart Urban Operations Center (IOC), in which the Field Reporting System on the phone platform using Android and IOS operating systems for people (Phan Thiet-S) is being piloted. Currently, the Phan Thiet-S application is being used by city residents to report all aspects of life and society to the city government. Regarding environmental sanitation, 69 complaints have been handled and 7 are being handled.

Propaganda goes hand in hand with punishment

Contributing to the positive results of the Campaign along with propaganda to raise people's awareness is to strengthen inspection and timely detection of violations. 11/18 wards and communes have set up 30 fixed posts and mobile posts to guard, install 144 cameras including 74 security cameras (in Ham Tien, Xuan An and Phong Nam wards) and 70 cameras to monitor areas and routes where garbage is generated to detect and handle violations of people. Communes and wards have established environmental inspection and handling teams. Specifically, 13 cases of administrative fines were imposed with a fine of over 10 million VND, and 15 cases were warned. In addition, the city's environmental inspection team also regularly inspects business organizations and households and has fined 35 cases, including 20 organizations and 14 individuals, for discharging waste into the environment exceeding the permitted standards with a total fine of VND 300.6 million...

In addition to the positive changes since the campaign was launched, according to Mr. Phan Nguyen Hoang Tan - Chairman of the People's Committee of Phan Thiet City, there are still some difficulties and concerns: Some localities are densely populated, so environmental sanitation is still not guaranteed. The awareness of some people is still limited, they often litter at night and early morning in deserted areas, far from residential areas and without surveillance cameras, and lack of on-duty forces, so detection and punishment are still difficult. The city focuses on directing the implementation of waste collection and treatment, especially urban household waste. This is also an urgent issue in the city that requires the cooperation of the entire political system and society to gradually create a safe living environment for the community, build a green - clean - beautiful city landscape...

Since the implementation of 111 garbage points, localities have launched a general cleaning campaign, now there are only 3 points (garbage meeting point on Le Duan Street, right at Ho Tom restaurant on Hung Vuong Street, Le Quang Dao - Nguyen Thi Dinh intersection) which are being continued to be completely handled by relevant localities. Wards and communes regularly coordinate with the Urban Management Department and Binh Thuan Environment and Urban Services Joint Stock Company to carry out weekly general cleaning according to the assigned volume of 10 trips/week. Up to now, the general cleaning has been carried out with the volume of garbage, household items, tree brush... nearly 2.2 million tons. Expanding the area for collecting garbage in alleys, increasing the number of households participating in paying sanitation fees...
