Program 1719 improves the lives of Dak R'lap people

Improve infrastructure, improve people's lives

In addition to investing in expanding and upgrading schools, from the capital of Program 1719, Quang Tin commune has invested in renovating 4 cultural houses with a total cost of more than 1.4 billion VND. Cultural institutions have been put into use to ensure the activities and meetings of the people.

Also from the capital of Program 1719, Quang Tin has supported people in difficulty with seedlings, planting techniques; built houses for 4 households, each house worth 70 million VND, the central budget 40 million VND, the rest is the local budget.

The locality upgraded the centralized water supply system and supported 10 households in the commune, each with 2 million VND. Quang Tin commune is implementing a project to support breeding cows for 19 households, each with 19 million VND.

According to Mr. Nguyen Trung Sang, Vice Chairman of the People's Committee of Quang Tin Commune (Dak R'lap), in the period of 2021-2025, the commune will be allocated about more than 30 billion VND in capital from 3 national target programs. In addition to implementing projects to support production and diversify livelihoods, the commune will combine resources and prioritize investment in over 30 projects to build and develop infrastructure, mainly transport infrastructure, education, cultural houses, irrigation works, etc.

The national target program has had a great impact on the socio-economic development of the commune, contributing to the completion of the essential infrastructure system. Thereby creating conditions for people to travel, work, produce, trade goods, and improve the material and spiritual life of the people, especially ethnic minorities.

The route to Bon Bu Bir, Quang Tin commune, Dak R'lap district is invested from capital sources of 3 national target programs.

Dak R'lap district has 11 communes and towns, with 97 villages, 12 hamlets and 1 residential cluster of local ethnic minorities, with 25 ethnic groups living there. The whole district has 23,970 households, 93,897 people. Ethnic minorities account for over 12.79% of the district's population. However, there are 4 hamlets, which are particularly difficult, with uneven educational levels, the poverty rate is 1.95%, with 468 households, 1,836 people; near-poor households are 2.87% with 687 households, 2,752 people. People's lives are not high, especially ethnic minorities.

In the 3 years of 2022-2024, implementing Program 1719, Dak R'lap district has supported residential land and production land for 36 households; houses for 12 households have been completed (23 million VND/household).

Dak R'lap District People's Committee

From the program's capital, the district has spent more than 4 billion VND to convert jobs and create jobs for hundreds of ethnic minority workers; supported 190 million VND in distributed domestic water for 61 households and 1 centralized water supply project in Chau Ma hamlet, Hung Binh commune.

Regarding preferential credit policies, the District Social Policy Bank provided loans to 447 households to support housing and career conversion with a total amount of nearly 2.1 billion VND.

Combining capital from Program 1719 and other programs, Ly Tu Trong Secondary School, Quang Tin Commune, Dak R'lap District was invested in renovation, improving the quality of teaching and learning.

In 2024 alone, implementing Program 1719 with sub-projects, Dak R'lap district will implement 3 new projects, including 2 irrigation projects and 1 traffic project.

Accelerate investment disbursement

From the capital of Program 1719, Dak R'lap district has invested in building and upgrading many traffic works, intra-field canals, schools, water supply works... to better serve the production, living and studying needs of the people.

The initial implementation of the projects contributed to motivating people, especially ethnic minorities, to promote their internal strength and trust in the Party's policies and the State's laws.

In the period of 2022 - 2023, the total plan to implement the 1719 program in Dak R'lap district is more than 24,461 billion VND with 12 projects implemented, appraised and approved.

According to the People's Committee of Dak R'lap district, after 3 years of implementing Program 1719, the district has achieved a set target. Of which, some projects have disbursed capital reaching over 90%. By the end of August 2024, the units and localities assigned capital have implemented and disbursed the assigned capital plan. The implementation of support for investment projects ensures that they are directed to the right beneficiaries.

In the 2022-2023 period, the district has invested in 4 more cultural institutions from Program 1719.

Some projects achieved 100% of the plan such as Project 1 on planning, arranging, settling, and stabilizing the population, providing clean water in villages and hamlets; Project 5 on developing education and training to improve the quality of human resources; Project 7 on taking care of people's health, improving the physical condition and stature of ethnic minorities, preventing child malnutrition; Project 8 on implementing gender equality and solving urgent problems for women and children; Project 10, sub-project 3 on checking and evaluating the implementation of the national target program on socio-economic development in ethnic minority areas in Dak R'lap district...

Combining capital sources from 3 national target programs, Dak R'lap district has invested in renovating, repairing and upgrading many roads in the area.

Particularly for Project 4 on investment in essential infrastructure, serving production and life in ethnic minority and mountainous areas and public service units in the ethnic sector, the total planned capital allocated for 2022 - 2024 is more than 4.8 billion VND. To date, 3.65 billion VND has been disbursed, reaching 75.71% of the capital plan.

According to the plan, the total investment capital for the three national target programs in the 2021-2025 period in Dak R'lap district is more than 173 billion VND. The total investment projects and works for the entire period are 237 works.

Dak R'lap District People's Committee

According to Ms. Vo Thi Kieu Linh, Vice Chairwoman of Dak R'lap District People's Committee, the locality is focusing on and accelerating the implementation of the goals of Program 1719. In particular, the district aims to reduce the rate of poor ethnic minority households by 1-2% or more.

Thanks to capital support and technical guidance, people in Bon Pi Nao, Nhan Dao commune have the conditions to take care of crops, increase income and escape poverty sustainably.

In addition to supporting production development and diversifying livelihoods for ethnic minorities, the locality has supported people to change their occupations, farming tools, plants, and breeds... to promote production development and sustainable poverty reduction in ethnic minority areas, striving for the district to meet new rural standards in 2025.
