On the afternoon of July 19, in Ha Long City, the National Assembly's supervision delegation on the implementation of policies and laws on real estate market management and social housing development from 2015 to the end of 2023, led by comrade Nguyen Thuy Anh, member of the Party Central Committee, member of the National Assembly Standing Committee, and Chairwoman of the Social Affairs Committee, worked with the People's Committee of Quang Ninh province. Participating and directing the program of the second supervision delegation in Quang Ninh was comrade Nguyen Duc Hai, member of the Party Central Committee, Vice Chairman of the National Assembly.

Working with the delegation, on the side of Quang Ninh province, there were comrades: Nguyen Xuan Ky, member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Vi Ngoc Bich, Permanent Vice Chairman of the Provincial People's Council; Vu Van Dien, Permanent Vice Chairman of the Provincial People's Committee; leaders of the Provincial People's Committee, the Provincial National Assembly Delegation and a number of relevant departments, branches and localities.

After the laws, Resolutions of the National Assembly, Decrees of the Government and Circulars of Ministries and branches were issued, the People's Committee of Quang Ninh province deployed and issued documents guiding and directing the implementation of legal policies on real estate market management and social housing development...

Implementing policies and laws on real estate market management, Quang Ninh province has completed 7 strategic plans, contributing to promoting and attracting investment, forming dynamic projects contributing to expanding urban space, creating momentum to attract investment, and developing the real estate market in the province. By the end of 2023, 100% of urban areas and economic zones have been planned in general, with over 1,000 enterprises operating in the real estate sector, allocating land, leasing land to implement 76 real estate business projects, 42 real estate trading floors, and project implementation procedures are carried out in accordance with regulations.

Quang Ninh province has issued the Housing Development Program to 2020; Housing Development Program to 2030, 5-year and annual housing development plans and social housing development plans, housing support projects for policy beneficiaries. In the period of 2021-2023, Quang Ninh province will implement 4 social housing projects. The above projects are in accordance with construction planning, urban planning, land use planning and housing development programs and plans approved by competent authorities. Up to now, the province has resolved the leasing, hire-purchase, and sale of social housing to 310 eligible subjects for leasing, hire-purchase, and sale at 1 project; supported housing for 1,311 poor and near-poor households; supported housing for 7,395 people with revolutionary contributions; supported 688 households to eliminate temporary and dilapidated houses; Support 1,961 households to get preferential loans.

At the meeting, Quang Ninh province proposed to the National Assembly, the Government, ministries and branches to pass a Resolution approving the use of state budget funds to establish and implement detailed plans for construction investment projects in the form of business; remove obstacles regarding the authority to approve investment for projects in the buffer zone of Ha Long Bay heritage according to Law No. 03/2022/QH15; promptly issue a Decree guiding the implementation of the Law on Real Estate Business, the Law on Housing, the Law on Land, the Law on Credit Institutions, etc. to remove current shortcomings, limitations and difficulties related to the implementation of real estate projects and social housing development.
Delegates discussed and clarified a number of issues such as: Solutions to complete the goal of social housing, resolving petitions and recommendations of people owning apartments, forecasting the market for residential real estate with local land use needs, problems with the legal corridor, data on tourist rental apartments, commercial townhouses, etc.
Speaking at the meeting, Comrade Nguyen Xuan Ky, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council emphasized that Quang Ninh is a locality with a high urbanization rate, economic growth rate has been maintained at double digits for many consecutive years, economic structure has shifted strongly, so the demand for housing, especially social housing in the province is very large. To serve the long-term development orientation, Quang Ninh also identified rapid increase in population size and quality as a strategic breakthrough. To concretize this orientation, Quang Ninh has implemented many systematic, synchronous and effective solutions, especially prioritizing land funds for attracting social housing investment projects, strictly implementing the provisions of law on allocating 20% of land funds for social housing for commercial housing construction investment projects, ensuring an increase in the scale of supply for the real estate market at reasonable prices, focusing on social infrastructure investment, linking urban and housing development with green growth goals, adapting to climate change. Thereby, Quang Ninh will attract workers, especially high-quality workers from other localities to live and work locally.
In addition, the province also pays special attention to narrowing the gap between regions, especially the issue of ensuring housing for disadvantaged families in the area. In 2023, the whole province completed the elimination of temporary houses and newly-emerged dilapidated houses in the area. These are particularly important factors for Quang Ninh to continue to ensure the goal of all people enjoying the fruits of development.
Comrade Nguyen Xuan Ky, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, proposed that based on the assessment of the actual implementation results and the proposals and recommendations of Quang Ninh province, the monitoring delegation will synthesize and propose to the National Assembly to consider adjusting inappropriate regulations, especially removing obstacles in mechanisms and policies, continuing to cut administrative procedures, decentralizing and delegating more power to local authorities in managing the real estate market and developing social housing; allowing the preparation of projects for developing communal housing using local budget sources; allowing the use of local budgets to invest in temporary housing areas and resettlement houses; perfecting policies on housing for workers and low-income earners in urban areas.

Speaking at the meeting, Comrade Nguyen Duc Hai, Member of the Party Central Committee, Vice Chairman of the National Assembly acknowledged and highly appreciated the results that Quang Ninh has achieved in socio-economic development in recent years. In particular, the province has affirmed its position as a leading locality in innovation with creative and breakthrough approaches and models, becoming a locomotive and driving force in the development of the region as well as the whole country. In the management of the real estate market and the development of social housing, the strong development has contributed to changing the face, contributing to the growth of related industries and shifting the economic structure.
Regarding the province's recommendations, the Vice Chairman of the National Assembly emphasized that these are all issues arising from local management practices, which are very important bases for the delegation to synthesize monitoring reports and recommend adjustments to legal regulations to better suit reality.
Regarding some key issues that need to be focused on and implemented in the coming time, the Vice Chairman of the National Assembly suggested that Quang Ninh province should continue to strengthen the management of the real estate market, especially the management of capital mobilization by investors for secondary investors, the current situation of real estate inventory in the area, hot growth causing high prices, creating favorable conditions for the development of the real estate market, especially the industrial real estate market, tourism real estate, real estate in areas with room for development. Quang Ninh province needs to focus on solutions to remove bottlenecks in mobilizing resources for investment in social housing projects, contributing to promoting further breakthrough development.

He requested the Supervisory Delegation, based on local practices, recommendations and proposals, to coordinate with the Ministry and branches to gradually remove difficulties and obstacles in order to improve the reports and supervisory resolutions to meet requirements.
Concluding the working session, Comrade Nguyen Thuy Anh, Member of the Party Central Committee, Member of the National Assembly Standing Committee, Chairwoman of the Social Committee, highly appreciated the results that Quang Ninh province has achieved in implementing policies and laws on real estate market management and social housing development.
He requested Quang Ninh province to continue to complete the report based on the guidance of comrade Nguyen Duc Hai, member of the Party Central Committee, Vice Chairman of the National Assembly and the opinions of the members of the monitoring delegation.
