The Deputy Heads of the Committee include: Permanent Vice Chairman of the City People's Council, Head of the City Party Committee's Propaganda Department, Head of the City Party Committee's Mass Mobilization Department, Permanent Vice Chairman of the City Fatherland Front Committee and Vice Chairmen of the City People's Committee as Permanent Vice Heads of the areas in charge.
The remaining members are heads of departments, Chairman of Thu Duc City People's Committee and districts with key projects.
Regarding authority, the Steering Committee will direct, inspect and urge project investors, consulting organizations and contractors to perform their tasks to ensure project progress and quality; propose to invite inspection and auditing agencies to conduct surprise and periodic inspections of projects when deemed necessary to prevent errors from a distance and early on (if any).
The Steering Committee invites organizations, experts, and scientists to advise, give comments, and provide feedback in the process of directing, researching, and proposing directions, solutions, and policies to implement projects.
Along with that, the Steering Committee has the right to propose to review and replace investors and contractors participating in construction activities with poor capacity and experience, failing to meet project progress requirements or project implementation that does not ensure quality and investment efficiency.
Regarding the tasks, the Steering Committee will study, advise the City People's Committee and the Chairman of the City People's Committee to direct, deploy investment and accelerate the progress of key projects such as metro line 1, metro line 2, ring road 3, ring road 4, Xuyen Tam canal, Tham Luong - Ben Cat canal, Green Environment Technology Park and other projects.
Research and develop an urban development model in the direction of public transport development (TOD), as a basis for planning, research and development of land funds and improving the efficiency of land use and public works, to improve urban development and contribute to reducing traffic congestion and environmental pollution.
Review and propose to the City People's Committee priority projects for investment in transport infrastructure, technical infrastructure, and social infrastructure to effectively exploit land funds around the station and along metro projects, beltways, canals, etc.
The Steering Committee will also monitor and urge the review of urban planning, planning adjustment, investment project adjustment, land acquisition, resettlement, investment in connecting infrastructure, and bidding to ensure synchronization. Participate in directing the resolution of difficulties, problems, complaints and lawsuits arising during project implementation.
