Expressing his opinion, delegate Duong Khac Mai (Dak Nong delegation) said that with an economy as open as Vietnam, to achieve the 8% growth target, the entire political system and all people must make more than 100% effort.

He also agreed with the assessment of the auditing agency, saying that public investment in 2025 must be the pillar to achieve the growth target. However, the disbursement of public investment is still a weak link for many years. Therefore, the delegate proposed a solution to attach responsibility in implementation, ensuring the disbursement of the allocated and supplemented public investment capital.
The delegate also suggested that the VIII Power Plan should be quickly revised and implemented in the coming time. "I respectfully request that the Government quickly find solutions to the current renewable energy projects that are standing still like a big exclamation mark in the middle of the sky and earth, causing waste to society," said delegate Mai.
Delegate Nguyen Van Than (Thai Binh delegation), Chairman of the Association of Small and Medium Enterprises, proposed to have criteria to evaluate the work results of State officials, civil servants and public employees in 3 months, 6 months and 1 year. At the same time, there should be a system of rewards, promotions and advancements at different levels for those who have completed their tasks excellently.
He also suggested that in implementing projects, we should not focus too much on bidding. "Whatever is under the authority of the Government, the Prime Minister will decide, the ministry will decide, the province will decide, the head will decide. Currently, bidding takes a lot of time and is not certain to avoid negativity," Mr. Than suggested.
Delegate Than also proposed that it is necessary to consider restarting the three special administrative economic units (special zones) Phu Quoc, Van Don, and Van Phong from the XIV session, similar to considering the Ninh Thuan nuclear power project to promote development.
Minister of Planning and Investment Nguyen Chi Dung said he will report to the Party Central Committee for a separate resolution to develop private enterprises, such as Resolution 57 on science and technology.

Delegate Trinh Xuan An (Dong Nai delegation) said that to achieve growth of over 8%, investment and money are needed. Agreeing with increasing public investment, Mr. An said that there should be targets for private investment. He said that private investment is growing at 7-9% and has been on a downward trend recently, so it is necessary to set a target of increasing by double digits or more.
To increase private investment, Mr. An said, it is necessary to rely on credit sources. "If credit growth averages 15-16%, it is difficult, it must be around 18-19%. Of course, this is related to monetary policy and inflation, but without credit, it is difficult to develop," he added.
At the same time, according to the Dong Nai delegation, it is necessary to have a spirit of service and change processes and procedures for private enterprises to develop.
He also said that assigning growth targets to localities is "completely reasonable". However, assigning targets to Hanoi and Ho Chi Minh City of 8 - 8.5% could be higher. "Can these two cities grow at double digits? If the two cities grow at double digits, the national target will be achieved", said delegate An.
Explaining at the end of the discussion, Minister of Planning and Investment Nguyen Chi Dung said that creating the most favorable conditions for the private economic sector is also one of the solutions identified by the Government. The Prime Minister directed that immediately after the National Assembly approved the project, a conference be held with localities to review and promote solutions so that all localities can achieve growth of over 8%.
Mr. Dung emphasized on disbursing public investment, removing procedural obstacles, and improving the investment and business environment for enterprises.
The Minister of Planning and Investment also said that the Government is focusing on recommendations and reports to the Party Central Committee to issue a separate resolution for private enterprises such as Resolution 57 on science and technology to help develop private enterprises, including foreign-invested enterprises, small and medium-sized enterprises and even business households.
