National Assembly Chairman: The 8th session will pass 13 draft laws

At the 8th Session, the National Assembly is expected to pass 13 draft laws, including 2 draft laws passed under the one-session process, and give opinions on 13 draft laws.

The above information was mentioned by National Assembly Chairman Tran Thanh Man when delivering his closing speech at the 36th Session of the Standing Committee of the National Assembly afternoon of August 23.

The National Assembly Chairman said that at the meeting, the National Assembly Standing Committee reviewed, commented on and decided on 14 contents; at the same time, organized a question and answer session.

Regarding legislative work, the National Assembly Standing Committee gave its first comments on two draft laws, including: the Electricity Law (amended); the Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations. In addition, it gave its comments on explaining, accepting, and revising the draft Law on People's Air Defense.

In addition, the National Assembly Standing Committee added the draft Law amending and supplementing a number of articles of the Law on Health Insurance to the 2024 Law and Ordinance Development Program, submitting it to the National Assembly for consideration and approval at the 8th Session of the 15th National Assembly.

"Thus, at the 8th Session, the National Assembly will pass 13 draft laws. Of which, 2 draft laws will be passed according to the one-session process: the Law amending and supplementing a number of articles of the Law on Officers of the Vietnam People's Army and the Law amending and supplementing a number of articles of the Law on Health Insurance. In addition, the National Assembly will give opinions on 13 other draft laws. Not to mention the draft resolutions, the National Target Program, important issues and a number of other draft laws that the Government is expected to propose to supplement," said the National Assembly Chairman.

Recognizing the heavy workload, the National Assembly Chairman requested the Government and relevant agencies to actively and urgently prepare draft law documents in accordance with regulations and send them to National Assembly deputies 20 days before the 8th Session.

Regarding supervision work, the National Assembly Chairman said that the National Assembly Standing Committee spent 1.5 days organizing activities. question to assess the overall implementation of the resolutions of the National Assembly Standing Committee on thematic supervision and questioning since the beginning of the 15th National Assembly term, relating to 9 areas.

Based on the content of the questioning session, the National Assembly Standing Committee will issue a resolution to serve as a basis for relevant agencies to implement.

At the meeting, the National Assembly Standing Committee reviewed the report of the Supervisory Delegation and approved the National Assembly Standing Committee's thematic supervision resolution on "Implementation of policies and laws on innovation of organization and management system, improvement of quality and efficiency of operations of public service units in the period 2018-2023".

Delegates also gave their opinions on the draft Supervision Plan and the report outline of the Supervision Delegation of the National Assembly Standing Committee on "Implementation of policies and laws on development and use of human resources to meet the requirements of socio-economic development, especially high-quality human resources".

The National Assembly Chairman said that the National Assembly Standing Committee approved the Prime Minister's proposal to appoint the Ambassador Extraordinary and Plenipotentiary of the Socialist Republic of Vietnam; and decided to supplement the 2024 state budget estimate of the Ministry of Health.

At the same time, the resolution of the National Assembly Standing Committee stipulates a number of contents related to the resolutions of the National Assembly Standing Committee on urban classification, standards of administrative units and classification of administrative units, arrangement of district-level and commune-level administrative units in the period of 2023-2030 to implement the arrangement of urban administrative units in the period of 2023-2025.

"This is a very important task. The National Assembly Standing Committee has given the policy that we can work overtime and work on Saturdays to get approval from administrative units in time. This is to prepare for Party Congresses at all levels leading up to the 14th National Party Congress," said National Assembly Chairman Tran Thanh Man.

Also at the meeting, the National Assembly Standing Committee gave opinions on personnel work to prepare for work under the authority of the National Assembly based on the results of personnel work that have been commented on by competent agencies.
