Lesson 1: Open-door policy to the bright path

Benefiting from policies for ethnic minorities, many people in the highlands and border areas have escaped poverty and strived to develop their family economy. From that humanity, there have been people who once wavered before the enticement and seduction of bad guys, plots against the State, against the people... now have "cleared their minds" and are recognized by the community and organizations.

With many support policies, ethnic minorities in Muong Nhe district have conditions to develop the economy and reduce poverty.

More than 12 years ago, in late April and early May 2011, in Huoi Khon village, Nam Ke commune (Muong Nhe district), there was an incident of a large gathering of people when many Mong people listened to bad guys, came to set up a tent to pray, welcome the "Mong king" to establish the "Mong State". Mr. Sung Vang Say (Huoi Cha 2 village, Nam Vi commune, Muong Nhe district) was 41 years old at that time - the age considered "ripe" for a man. Being agile and resourceful, Mr. Say received the trust of the local community. However, because of his ability and ability to gather, he fell into the "target" of secessionists, to establish the "Mong State" in Huoi Khon. Among them was Trang A Cho - one of the key figures, the leader of the propaganda of the illusory argument that "The Mong State is a state that can eat without working, whoever helps Cho will later be arranged a certain position in the organization and enjoy a happy life ". It was Trang A Cho who founded the "Seven-winged Group" with the purpose of gathering forces and plotting to overthrow the government.

Mr. Say recalled: At that time, I simply thought, Cho is also Mong, both follow Protestantism, "Mong people share with each other"! I did not expect the matter to become serious. The lucky thing for me was that I did not participate too deeply in Trang A Cho's organization. When the government and functional forces controlled the situation, those who "accidentally" believed in the deceitful arguments like us were able to return home and receive leniency from the law (Mr. Sung Vang Say was reminded, signed a commitment not to participate in incidents that attract large gatherings).

Returning home after receiving the “pie in the sky: No work but still have food, still live happily”, Mr. Sung Vang Say seemed to wake up from his dream, facing the not-so-bright reality when his house was ruined, his 7 children were hungry. “I have to work, I have to earn rice and corn to feed my wife and children!” - Vang Say determined. But where to buy rice and corn seeds, where to prepare the land, sow seeds when the buffaloes have been sold, and the money has run out after “the state’s own scam?”.

“To tell you the truth, at that time I was both regretful and frustrated,” Mr. Say sadly recalled. What surprised Mr. Sung Vang Say was that “despite his fault,” the local Party Committee, government, and organizations, after reminding him, encouraged and temporarily supported the conditions for his family to stabilize their lives. Not only that, when he showed a positive and recognized cooperative attitude, a livelihood came to Sung Vang Say’s family. His family received a loan package to support production of 20 million VND from the Socio-Economic Development Program for Extremely Difficult Communes in Ethnic Minority and Mountainous Areas (Program 135).

With the initial capital borrowed from Program 135 and some other "support" contents such as: Rice, salt, support for students to go to school... combined with the resourcefulness and hard-working qualities, after a few years, Mr. Sung Vang Say and his family have revived the economy, starting to have food and savings. The new, spacious and largest house in the village was built by Mr. Say before the admiration of the community, "true prestige" was established. And in 2016, before the recognition of the Party Committee, the government, the trust of the people, Sung Vang Say was elected as the Head of Huoi Cha 2 village. Now, after ups and downs, the experience of using resources from policies to eliminate hunger and reduce poverty, develop the family economy and the skills of "resisting" against the deceitful arguments of forces opposing the Party and the State are always contributed and shared by Sung Vang Say to the community.

Foundation of the facility

Visiting the house of the Chief of Huoi Cha 2 , Sung Vang Say on an early autumn day was Mr. Tran Ngoc Kien, Secretary of the Party Committee of Nam Vi Commune. Seeing two cadres - one commune, one village - meet, exchange, share information, work... made us seem to forget that they used to be the "propagandizing, persuading" side and the "being mobilized, persuaded" side! The conversation at the tea table quickly moved to the field, which was the cinnamon tree nursery of the Chief of Sung Vang Say Village. Also because Nam Vi is implementing a cinnamon planting model with 42.9 hectares, of which the State supports seedlings for 32.9 hectares, and the remaining 10 hectares are invested by the people themselves. The Chief of Sung Vang Say Village received 1.7 hectares to plant. In his role as the village chief, setting an example of "predecessors", Mr. Say invested in buying 2,000 cinnamon seedlings to plant, both covering the assigned area and sharing the source of supported seedlings with the people in the village. “These cinnamon trees are my passion, the result of that policy. Now I want to share them with the villagers!” - Village Chief Sung Vang Say affirmed.

The story of Secretary of the Party Committee of Nam Vi Commune Tran Ngoc Kien with Head of Sung Vang Say Village spanned from the implementation of the cinnamon planting model to economic development and issues of security and order in the area. "You are the foundation of the villagers' trust. Whether the villagers do business well and trust the Party and the State; whether the political security - social order and safety in the area are stable or not depends a lot on you!" - Mr. Tran Ngoc Kien told Mr. Sung Vang Say as a form of encouragement and trust.

Summarizing the issue of policy implementation in the area, Mr. Tran Ngoc Kien shared: The humane significance of the policies of the Party and State to ethnic minorities is enormous. It is especially meaningful when the policies open the way for people to trust more in the Party and the government, thereby effectively "permeating", sustainably improving people's lives, contributing to promoting socio-economic development.
