Building great national unity

Closely following the local political tasks, goals and tasks of the Action Program for the 2019-2024 term and the Resolution of the 14th Congress of the Fatherland Front of Tuyen Quang province, the Fatherland Front at all levels in the province has proactively followed the reality, diversified the forms of mass gathering with the motto of focusing on the grassroots.

The Fatherland Front at all levels in the province has built, strengthened and expanded the great national unity bloc, promoted democracy, mobilized people to compete in creative labor, successfully implemented economic, cultural and social development goals, and maintained national defense and security. The role of the Fatherland Front at all levels in connecting the Party, government and people is clearly demonstrated through gathering and uniting people from all walks of life to join hands in building new rural areas, civilized urban areas and social security work. Notably, the Fatherland Front at all levels has effectively participated in the work of preventing and fighting the Covid-19 epidemic.

During the past term, the Vietnam Fatherland Front and its member organizations have actively promoted and mobilized the people to achieve the "dual goal" of both effectively preventing and fighting the epidemic and focusing on socio-economic recovery and development. In particular, the Vietnam Fatherland Front at all levels has mobilized, received, and promptly distributed money, goods, medical equipment and supplies worth over 50 billion VND, contributing to effectively controlling the epidemic in the province.

Promoting the tradition of "Mutual love and support", "the healthy leaves cover the torn leaves", the Vietnam Fatherland Front Committees at all levels and member organizations have effectively implemented visiting, relief and charity activities with many creative ways, mobilizing the highest resources from organizations, individuals and businesses participating in the "For the Poor" Fund, the "Repaying gratitude" Fund to give gifts to poor households, policy families, meritorious people and social security programs worth nearly 100 billion VND.

In particular, during the past term, the Provincial Fatherland Front Committee issued a Project to eliminate temporary and dilapidated houses for poor households in the province for the period 2021 - 2025, with the goal of eliminating at least 3,820 temporary and dilapidated houses for poor households by 2025. To date, the province has supported the construction and repair of 6,000 houses for poor households, reaching 157% of the project's target with a total mobilized budget of over 648 billion VND. By 2024, the poverty rate in the province will be only 14.03%.

Represent and protect the legitimate rights and interests of the People

The role of the Fatherland Front at all levels in the province as a bridge between the Party, the State and the People has been increasingly affirmed through the good performance of the work of representing and protecting the legitimate rights and interests of the People; mobilizing the People to actively participate in Party building and government building at the local level. In the 2019-2024 term, the Fatherland Front at all levels in the province organized 3,479 conferences to contribute opinions to documents of the Party Congresses at all levels with the participation of 245,386 people including full-time officials, members of the Vietnam Fatherland Front Committees at all levels, members of the Front and People's Work Committees in residential areas, with 534 opinions. The Fatherland Front at all provincial levels has also actively advised, proposed, and introduced personnel who are new factors with virtue, talent, prestige, and prospects through practical activities, especially young cadres, female cadres, and cadres from ethnic minorities to participate in Party committees, authorities, and agencies in the political system. Timely develop action programs and disseminate and widely implement resolutions of Party congresses at all levels and Party directives and resolutions to all classes of people, union members, association members, and compatriots of all ethnic groups and religions.

During the term, the Vietnam Fatherland Front at all levels has performed well its advisory role to the Party Committees, coordinated with the authorities to organize over 300 direct dialogues between the heads of the Party Committees and authorities and the People. The Vietnam Fatherland Front at all levels and its member organizations regularly listen to, collect and reflect the opinions, recommendations and legitimate aspirations of the People to the Party Committees and authorities. Thereby, the province has implemented important programs and projects, notably the Project to eliminate temporary and dilapidated houses for poor households, phase 2021-2025; Concreting rural roads and building bridges on rural roads, phase 2021-2025; Movement "Tuyen Quang joins hands to handle waste and fight plastic waste"; implementing a civilized lifestyle in weddings, funerals, etc.

Social supervision and criticism activities are one of the key tasks of the Fatherland Front at all levels. This activity is also identified by the Provincial Fatherland Front Committee as one of the three breakthroughs in the coming term. The supervision content focuses on issues affecting people's lives, such as: Policies for people with revolutionary contributions; handling complaints and denunciations at the grassroots level; collection and management of funds contributed by parents; construction of rural roads, etc.

Along with performing well the supervision function, the Vietnam Fatherland Front at all levels in the province has actively participated in social criticism of many draft documents of the People's Council and People's Committee at the same level with content related to the legitimate rights and interests of the people. Over the past 5 years, the Vietnam Fatherland Front Committee at all levels in the province has chaired the organization of 924 supervision sessions (an increase of 11 sessions compared to the 2014-2019 term). In particular, the Standing Committee of the Vietnam Fatherland Front Committee of the province coordinated the supervision of 37 cadres and party members who are leaders and key cadres at 37 agencies, units and localities; held 613 social criticism conferences (an increase of 605 conferences compared to the previous term). 100% of the Vietnam Fatherland Fronts in communes, wards and towns and 7/7 districts and cities organized supervision programs; 100 units of the Vietnam Fatherland Front at the district level and 85% of units at the commune level organized criticism conferences. At the meeting of the Provincial People's Council, the report on the results of social supervision and criticism of the Vietnam Fatherland Front and socio-political organizations was heard and discussed. The results of social supervision and criticism contributed to creating consensus in implementing the policies of the Party, the State and the province.

By innovating its methods of operation, focusing on the grassroots and residential areas, the Fatherland Front in the province has been affirming its role as a "bridge" between the Party, the government and the people, arousing the potential and creativity of all classes of people, joining hands with the entire political system of the province to successfully implement the Resolution of the 17th Provincial Party Congress, term 2020 - 2025.
