According to the inspection conclusion No. 2555/KL-TTCP dated December 6, 2024 of the Government Inspectorate, the implementation of administrative procedure reform in the health sector still has some issues that need to be overcome. To effectively implement, the Ministry of Health requires units under and directly under the Ministry of Health to focus on seriously implementing the following key tasks:

Surprise food safety inspection for the 2025 spring festival season
In the context of the bustling 2025 spring festival season, the risk of food insecurity and food safety incidents can still occur at all stages of the food chain and in all localities, especially in festival areas where many people gather. In this situation, the Ministry of Health has issued a document requesting to strengthen inspection, examination and ensure food safety during the 2025 spring festival season.
According to the Department of Food Safety, before and during the Lunar New Year 2025, food safety work has been seriously implemented by local authorities, contributing to ensuring that people celebrate the traditional New Year in a warm, joyful and healthy atmosphere.
However, with the increase in festival activities, the demand for food consumption and catering services is increasing, the risk of food safety is still latent, requiring regular and strict inspection and supervision.
The Ministry of Health requested the Department of Health of provinces and centrally-run cities, the Department of Food Safety of Ho Chi Minh City, the Food Safety Management Board of Da Nang City and Bac Ninh Province to deploy detailed plans to ensure food safety during the 2025 spring festival season.
These agencies need to organize and coordinate the implementation of food safety protection measures, while increasing inspections and surprise checks of food production and trading establishments serving festivals, especially large establishments and festival areas, tourist areas, and historical sites.
The Ministry of Health requires strict inspection and handling of establishments that violate food safety regulations, recall and handle unsafe food, and resolutely suspend operations of establishments that violate regulations. Inspection and examination work will be carried out with high frequency, especially during festivals and in areas with large crowds.
According to the Ministry of Health, during the 9-day Lunar New Year holiday, the country recorded 710 cases of examination and emergency treatment due to digestive disorders, poisoning from homemade food, and drunkenness from beer and alcohol, of which 438 people had to be hospitalized for monitoring and treatment, but no deaths were recorded. This is evidence of the need to continue to maintain monitoring and strictly handle food safety incidents.
On that basis, the Ministry of Health also requested that competent authorities continue to strictly implement the instructions in Official Dispatch No. 05/CD-TTg dated January 22, 2025 of the Prime Minister on ensuring food safety during the Lunar New Year and Spring Festival in 2025.
These agencies need to step up communication on food safety, food poisoning prevention and timely handling of possible incidents, ensuring the 2025 spring festival season is safe, joyful and healthy for the people.
Ensuring food safety during the holiday season not only helps protect people's health but also contributes to raising public awareness in complying with food safety and hygiene regulations.
Prevention of measles and respiratory diseases
Measles is currently showing a downward trend compared to December 2024, but is still increasing locally in some localities. Currently, it is the winter-spring season with monsoon climate conditions, humid, favorable for the development of respiratory pathogens, leading to the risk of increased cases such as seasonal flu, measles, rash fever, etc.
In addition, according to the Ministry of Health, this is also the first festival season of the year, the demand for trade and tourism increases; there are often large gatherings at tourist, entertainment and public places, increasing the risk of infection.
To proactively prevent and control seasonal flu, measles and respiratory diseases, the Ministry of Health requests the People's Committees of provinces and centrally run cities to direct the Department of Health and relevant units to thoroughly implement the Prime Minister's direction in Official Dispatch No. 116/CD-TTg dated November 14, 2024 and effectively organize measles vaccination according to the Plan issued in Decision No. 3526/QD-BYT dated November 22, 2024; Decision No. 271/QD-BYT dated January 22, 2025, ensuring full vaccination for target groups to quickly control the situation.
Direct the work of ensuring funding and mobilizing the participation of local authorities at all levels, departments, branches and organizations to synchronously, promptly and effectively deploy epidemic prevention and control measures, especially the implementation of the measles vaccination plan in the area.
At the same time, the Ministry of Health requires localities to review vaccination targets to organize catch-up vaccinations and catch-up vaccinations for those who have not been vaccinated or have not received enough doses of measles vaccine; continue to maintain and increase the vaccination rate of vaccines in the Expanded Immunization Program to ensure disease prevention immunity for children.
The Ministry of Health also requested the People's Committees of provinces and centrally-run cities to closely monitor the situation of infectious diseases in the area, especially influenza, measles and acute respiratory diseases, severe viral pneumonia syndrome; proactively monitor, pay attention to monitoring, and early detect suspected cases of the disease at medical facilities, educational institutions, industrial clusters and zones.
Ensure the admission, emergency care, and treatment of patients and prepare plans in case of increased hospitalizations, minimizing severe cases and deaths, especially for high-risk groups such as the elderly, pregnant women, children, patients in intensive care, cardiovascular, dialysis, and surgical areas.
Strictly implement infection control and prevention in medical examination and treatment facilities and ensure logistics, funding, drugs, vaccines, equipment, and human resources to meet the requirements for treatment and prevention of infectious diseases.
Direct media agencies, press and related units to closely coordinate with the health sector to strengthen communication on prevention and control of influenza, measles and respiratory diseases; focus on communication on disease prevention and control at educational institutions, medical facilities, industrial clusters and zones, tourist sites, commercial centers, crowded public areas and pay attention to providing recommendations for people to fully vaccinate their children on schedule.
