On the afternoon of April 24, the National Assembly Standing Committee's Supervisory Delegation led by Comrade Nguyen Dac Vinh, Member of the Party Central Committee, Member of the National Assembly Standing Committee, Chairman of the National Assembly's Committee for Culture and Education, had a working session with the People's Committee of Thanh Hoa province on the implementation of policies and laws on innovation of the organization and management system, improving the quality and efficiency of public service units in the period of 2018-2023.

The report on the implementation of policies and laws on innovation of the organizational and management system, improving the quality and efficiency of public service units presented by the representative of the Department of Home Affairs stated: In the period of 2018-2023, the Provincial Party Committee and the People's Committee of Thanh Hoa province have resolutely directed and implemented the Party's guidelines, resolutions and State documents in implementing policies and laws on innovation of the organizational and management system, improving the quality and efficiency of public service units. Many documents have been issued to direct and implement, clearly defining the objectives, requirements, work content, assignment of tasks, time and responsibility for implementation.

The heads and officials of the provincial public service units have correctly recognized and strictly implemented the Program and Plan of the Provincial Party Committee and the Provincial People's Committee to strive to achieve the goals set out in Resolution No. 19-NQ/TW of the Party Central Committee and Resolution No. 08/NQ-CP of the Government. Initial results have been achieved, such as: Merging public service units with similar functions and tasks and small scale to reduce the number of focal points; rearranging schools and classes, arranging enough students in class to ensure teaching and learning in the condition of reducing 10% of the payroll in the spirit of Resolution No. 19-NQ/TW.

Strictly implement the staffing targets assigned by the Government and the Ministry of Home Affairs, develop a plan to implement the staffing streamlining roadmap according to regulations; in 2018, complete the job position description and competency framework of each job position for public service units in the province, thereby contributing to the gradual restructuring of the staff on the basis of the approved job position project, implementing the regime settlement, and staffing streamlining according to regulations.

At the working session, members of the monitoring delegation highly appreciated the results that Thanh Hoa province has achieved in implementing policies and laws on innovation of the organizational and management system, improving the quality and efficiency of operations of public service units in recent times; at the same time, pointing out difficulties and obstacles; exchanging solutions in perfecting mechanisms to perform tasks of public service units; perfecting mechanisms on organizational management; perfecting financial mechanisms, implementing autonomy mechanisms for public service units...
