For many years, residents of Zone 2 and Zone 3, Cao Xa Commune, Lam Thao District have had to live in a state of environmental pollution due to the households of Mr. Cao Anh Tuan and Mr. Cao Van Huan in Zone 2 of the same commune using agricultural land to build chicken coops in the middle of the residential area. Meanwhile, both households have not had any permits or documents approving the conversion of land use purposes from the State administrative agencies.

Mr. Cao Van Huan's household is currently raising nearly 2,000 laying hens without ensuring environmental conditions.

Mr. Cao Van Huan and Mr. Cao Anh Tuan have a chicken farm located among the surrounding households. This farming activity has caused air pollution, foul odor, flies and mosquitoes, and wastewater from the barn affecting the environment and the quality of life of the people. This has prompted the households to request the local authorities to consider and resolve the issue; at the same time, request Mr. Tuan and Mr. Huan to immediately stop raising chickens that pollute the environment.

The house is located only about 50m from the barns of the two households above. Mr. Nguyen Tien Thanh in area 3 was upset: “In the past, medium-sized farms had little smell. But now both barns with a scale of about 4,000 laying hens, have 17 industrial ventilation fans operating 24/7 blowing directly into the surrounding households. The time when the smell is strongest is early in the morning when households feed the chickens and at night, especially on rainy and windy days or when the farm owner cleans up waste from the barns. We have to close the doors all day but still can't stand it."

Mr. Dang Van Phu in Zone 3 also expressed his fatigue: “The stench and flies from the chicken farms have disrupted my family’s life and activities. Due to the pollution caused by livestock farming, I request the government to take immediate measures to restore a clean living environment to the people.”

To clarify the environmental pollution caused by livestock farming in Zone 2 and Zone 3, we went to meet the livestock farmers directly. Just stepping out of the untidy barn area, Mr. Cao Van Huan said: “My family has been raising laying hens since 2010, with a scale of just over 1,000 hens at that time. Up to now, the family has expanded the barn area to 360m2 to raise nearly 2,000 laying hens. The construction of this livestock barn was spontaneous by the family and has not been licensed by the competent authorities to meet the conditions.”

According to the reporter's observation, Mr. Huan's family's livestock area is located right next to the residential area of ​​the households. The barn is cramped and stuffy. The amount of chicken manure discharged, although treated with microorganisms, still gives off an unpleasant smell. Meanwhile, in Mr. Cao Anh Tuan's barn, the amount of chicken manure is 40-50cm thick, giving off an unpleasant smell and dust.

Mr. Tuan commented: “My family has been raising chickens for about 8 years. Since building the multi-level coop, the stench is worse than the floor coop. I will try to fix it, clean the manure regularly and use deodorizing enzymes. Currently, my family has invested a lot in this so we cannot stop immediately.” The environmental pollution caused by the raising of laying hens by Mr. Tuan and Mr. Huan is directly affecting many households in both zones 2 and 3.

Working with reporters, comrade Nguyen Quang Chung - Vice Chairman of Cao Xa Commune People's Committee said: "Commune leaders have repeatedly come to inspect, mobilize, propagate, and request households to overcome environmental pollution. Recently, on September 19, we also organized a dialogue between commune leaders and livestock households and people affected by livestock causing environmental pollution to find a solution. Through the dialogue, the households have committed to reduce their herds and take measures to overcome the pollution in residential areas. In the long term, households will have a direction to change production and business. We require households to stop raising livestock in residential areas by November 30 at the latest; at the same time, assign residential areas No. 2 and No. 3 to monitor and urge the implementation of the 2 households, report to the Commune People's Committee for timely handling".

Raising livestock in residential areas causes environmental pollution, which is a violation of the law. The petitions of households in areas 2 and 3 are legitimate. Therefore, local authorities need to resolutely handle environmental pollution caused by livestock farming to restore a clean living space for people, ensuring environmental criteria according to regulations of a model new rural commune.
