Need to innovate criteria and methods for evaluating PAPI Index

At the conference to announce the Vietnam Provincial Governance and Public Administration Performance Index (PAPI) 2024 (co-organized by the Center for Community Support and Development Studies (CECODES), Real-Time Analytics (RTA) and the United Nations Development Program in Vietnam (UNDP) on the morning of April 15, in Hanoi), a number of delegates shared their views and comments on the PAPI Index.

Vietnam is determined to realize its development vision in the new era. Our Party and State are carrying out a revolution to streamline the apparatus, build a lean, compact, lightweight political system that operates efficiently, effectively, and effectively. This apparatus reform is a revolution with historical significance to overcome the bottleneck of bottlenecks, which is the institution, which is to abolish the district level, eliminate intermediate and overlapping stages, and move towards a government that is closer to and serves the people better. This reform will certainly fundamentally change the structure and operation methods of all levels of government.

The PAPI index acts as a mirror reflecting the government's performance, so UNDP in Vietnam needs to research, change, and supplement the criteria and survey methods to suit the new context. The Ho Chi Minh National Academy of Politics, a strategic partner of UNDP, always supports and is ready to accompany and closely coordinate with UNDP and relevant agencies in researching and innovating PAPI in the coming time, contributing to improving the performance of government at all levels.

Good news when there is no more "Term Thinking"

Looking at the results of the PAPI Index over the past 16 years, it can be seen that in the first 10 years, there was still a "term mindset", meaning that the scores increased at the beginning and middle of the term, and decreased at the end of the term. By 2024 - the fourth year of the 2020-2025 term, in most localities, the shift was in an upward direction.

Localities that have been doing well need to continue to do better. Another thing we expect is that from 2025 to 2026, the PAPI Index survey will still be conducted, thereby capturing citizens' feedback after the localities merge.

Currently, there are cities that have done very well for their local capitals, however, there are still localities that are limited; in the near future, there will be localities that have not done well but will be chosen to be the political and administrative center of the province after the merger. Therefore, we are looking forward to the survey results from September 1 to the end of 2025 to see how people experience public services at the local level, especially when there is no longer a district level.

Hoping for a unified set of assessment tools and methods

In recent times, the Ministry of Health and localities have been very active in improving the quality of public services. The Ministry of Health has conducted a nationwide patient satisfaction survey (including 34 questions, comprehensively assessing many aspects, from facilities, equipment, convenience, waiting time, attitude of medical staff, capacity, professional results, etc.) and people in Hanoi and Ho Chi Minh City have all had positive assessments. In addition, the results of the national hospital quality assessment as well as the results of quality improvement monitoring also show that hospitals in Hanoi and Ho Chi Minh City are very active in improving quality. Many hospitals have become models of quality improvement. However, the results of the 2024 PAPI Index recently announced show that people still rate this area low.

I hope that in 2025, the PAPI research team will coordinate with the Ministry of Health to unify the assessment tools and methods to have results that accurately reflect reality.
