(Dan Tri) - Discussing the Law on Fire Prevention and Fighting and Rescue, National Assembly delegate Do Van Yen proposed strict sanctions for cases of false fire alarms and rescues.
At the meeting in early November, the National Assembly listened to the Report on explanation, acceptance and revision of the draft Law on Fire Prevention, Fire Fighting and Rescue and discussed in the hall a number of contents with different opinions of this draft law.
At the discussion session, delegate Do Van Yen (Ba Ria - Vung Tau) assessed that the draft Law on Fire Prevention, Fire Fighting and Rescue stipulates the principles of fire prevention, fire fighting and rescue as appropriate, creating a legal framework for agencies, organizations, households and individuals to carry out fire prevention, fire fighting and rescue.
However, Mr. Yen suggested that the Drafting Committee consider and supplement the principle of applying modern technology in fire prevention, fire fighting, and rescue so that agencies and organizations pay more attention to investing in new technology in fire prevention, fire fighting, and rescue, while ensuring consistency with Article 52 of the draft law on science and technology activities and the database system on fire prevention, fire fighting, rescue, and rescue as well as fire alarm transmission.
According to Mr. Yen, although Clause 6, Article 13 of the draft law strictly prohibits the act of reporting false fire alarms and reporting false rescue situations, Article 6, which regulates fire alarms and situations requiring rescue, does not stipulate how to handle false fire alarms and situations requiring rescue.

Mr. Yen stated that in practice, when this problem occurs, it will cause a lot of loss of time and resources. Therefore, he suggested that the Drafting Committee should consider and supplement the way to handle this problem and have strict sanctions for cases of false fire alarms and rescues.
Delegate Vu Hong Luyen (Hung Yen) highly agreed with the Report of the National Assembly Standing Committee on the explanation, reception and revision of the draft Law on Fire Prevention, Fire Fighting and Rescue.
According to Ms. Luyen, this draft law has absorbed the maximum reasonable opinions of National Assembly deputies and relevant agencies and organizations.
To complete the draft law, Ms. Luyen commented: The draft Law submitted at this session has specific provisions on fire prevention for individual houses and houses combined with production and business as stipulated in Articles 19 and 20.
Therefore, Ms. Luyen suggested that the drafting agency study and supplement regulations on fire prevention for high-rise apartments because these are densely populated areas with high risk of fire and explosion. Many high-rise apartments were built a long time ago, and during use, the technical system was damaged or repaired, leading to fire prevention, fire fighting, rescue and relief work no longer being guaranteed.
In addition, there must be regulations on the traffic system leading to high-rise apartment buildings, ensuring at least that specialized fire prevention, firefighting, rescue and emergency vehicles can access the scene when a fire or explosion occurs to minimize damage to people and property.
In addition, escape skills are a particularly important basic skill for people in any fire to protect themselves and those around them, reduce casualties, and coordinate well with rescue forces when a fire or explosion occurs.
She suggested that the drafting agency study and supplement more detailed and specific regulations on escape skills and responsibilities of those trained and fostered in fire prevention, firefighting, rescue and first aid as prescribed in Clause 1, Article 45 of the draft law.
