The Hanoi People's Committee is seeking opinions to complete the draft Resolution stipulating criteria, conditions, procedures and processes for determining low-emission zones in the area to concretize the Capital Law 2024. Specifically, the Capital Law 2024, effective from January 1, 2025, defines the concept of LEZ as an area defined to restrict polluting vehicles in order to improve air quality.

Referring to the specific area surveyed by the drafting committee, a representative of the Department of Natural Resources and Environment (DONRE) said that with a complete traffic infrastructure, high population density and a synchronous traffic system and signs, especially the area has pedestrian streets and the old town is completely closed to traffic on weekends, so Hoan Kiem district will be the area chosen to pilot the low emission zone.

Hoan Kiem District is an area that concentrates economic, cultural and social development activities; has high population density, has areas/places that need to be preserved, and has potential for developing cultural and social tourism.

According to Tien Phong reporters, in the area around Hoan Kiem Lake and the Old Quarter, motorbikes and cars occupy a high density. The Old Quarter area is densely populated and has many tourists, the streets are small, and easily congested, especially during rush hour.

The situation of vehicles emitting black smoke is often seen on the streets.

Services that do not require gasoline vehicles such as cyclos, electric cars, etc. are chosen by many tourists to walk around town and sightsee over short distances.

For the people of the capital, the main means of transportation is still gasoline-powered motorbikes, the rate of people using electric vehicles has tended to increase in recent years.
