On January 10, the Central Internal Affairs Commission held a conference to review the work of the Party Internal Affairs sector and the Provincial Steering Committee for Anti-Corruption and Negativity in 2023, and set out directions and tasks for 2024. Standing member of the Secretariat and Head of the Central Organization Commission Truong Thi Mai attended and spoke at the conference.
Speaking at the conference, Standing member of the Secretariat Truong Thi Mai emphasized many outstanding results.
In 2023, the Party Internal Affairs sector and the provincial Steering Committees for Anti-Corruption and Negativity have successfully completed their tasks; contributing to promoting anti-corruption and negativity, maintaining political stability, socio-economic development and further strengthening people's trust.
The activities of the Provincial Steering Committee have been put into order, creating a clear change in the work of preventing and combating corruption and negativity in the locality. In 2023, the Provincial Steering Committee has made efforts and urged local authorities to prosecute 763 new corruption cases (an increase of nearly 2 times compared to 2022).
Several major cases that have lasted for many years have been urgently reviewed and strictly handled, without any forbidden areas or exceptions, overcoming the situation of "hot above, cold below", receiving the consensus and support of the people, cadres and party members.
With its assigned functions and tasks, the Central Internal Affairs Committee has always been proactive in advising on major strategic policies and guidelines.
Standing member of the Secretariat Truong Thi Mai said that since the beginning of the term, the Central Internal Affairs Commission has proposed 18 major projects to the Central Committee, Politburo, Secretariat, and Central Steering Committee.
The proposals do not only stop at internal affairs, preventing and combating corruption and negativity, but also advise on mechanisms for controlling power; mechanisms for directing, coordinating, detecting, handling corrupt assets, recovering corrupt assets; mechanisms for differentiating criminal handling of some major cases and incidents that are of public interest.
From there, it contributes to strengthening the synchronization, unity, and coordination of Party discipline, administrative discipline, and criminal handling, both strictly and humanely.
Why are there still officials violating?
Regarding the organizational structure, Standing member of the Secretariat Truong Thi Mai assessed that the staff of the internal affairs sector has continued to be improved, improving the efficiency of performing tasks, and increasingly better meeting requirements.
In addition to the outstanding results, Ms. Mai noted the need to continue to overcome the shortcomings, limitations, and problems that have been pointed out. Practice shows that the results achieved are not really consistent; in some places, the quality and efficiency have not met the requirements.
“Here and there, the implementation of internal affairs tasks, anti-corruption and negativity work is still limited, not really drastic and determined. Some places are still hesitant, afraid of conflict, afraid of affecting achievements…”, according to the comments of the Standing Secretariat.
Recalling her speech at the Party Inspection Conference, Ms. Truong Thi Mai said that of the 83 officials under the Central Committee's management who were disciplined, 59 officials committed violations in previous terms and 24 officials committed violations in this term. Recent terms have promoted the work of Party building and rectification, and the fight against corruption and negativity, achieving many important results. Vietnam's transparency index has improved significantly.
“Why are there still officials violating?”, Ms. Mai raised the question, “officials do not know fear or have bottomless greed, so there are still many serious and complicated corruption and negative cases, some cases involve many levels, many sectors, many localities, even the Central Government and local officials…”.
According to the Government Inspectorate's report, previously complicated complaints were mainly related to land, but now they are not only related to land, but also to bidding, use of public assets, securities, corporate bonds, etc.
Faced with that situation, Ms. Truong Thi Mai requested the Party Internal Affairs Department and provincial Steering Committees to continue to research, evaluate, and fully analyze the objective and subjective causes of violations by officials during this term, in order to have better remedial measures.
Standing member of the Secretariat Truong Thi Mai emphasized that “prevention is better than cure”, it is necessary to review, amend and supplement legal policies in areas with common violations in recent times, how to create a transparent and clear legal framework; how to make officials dare to act for the common good without being “afraid”.
Ms. Truong Thi Mai noted the need to self-train, self-reflect, self-correct, be exemplary, and practice what one preaches, especially leaders and managers; the higher the position, the more exemplary one must be.
According to the assessment of the Central Internal Affairs Committee, the Provincial Steering Committee for Anti-Corruption and Negative Activities, although newly established, has urgently completed its organizational structure, completed regulations and working procedures, and has become increasingly disciplined and methodical in its activities, creating a clear change in the work of preventing and combating corruption and negative activities at the local and grassroots levels. In 2023, the provincial Steering Committees conducted 212 inspections and supervisions; urgently directed inspections and examinations of topics and cases at the request of the Central Steering Committee and central authorities; brought 260 corruption and negative cases and cases under monitoring and direction; local authorities prosecuted 763 new cases and 2,079 defendants for corruption (nearly 2 times higher than in 2022). |
