(QBĐT) - In recent times, the Quang Binh Provincial Inspectorate has actively implemented many solutions to effectively carry out administrative reform (AR), focusing on reforming the civil service and civil servant regime. Thanks to that, the awareness, responsibility and quality of the staff and civil servants at the Provincial Inspectorate have been increasingly improved, meeting the requirements and tasks in the new period.

Identifying administrative reform as a key and consistent task in implementing tasks, from the beginning of the year, the leaders of the Provincial Inspectorate have thoroughly implemented the task of administrative reform to the leaders of specialized departments. Departments are responsible for disseminating and implementing it to all officers and employees to coordinate well in implementing administrative reform. The unit also encourages officers and employees to have initiatives and propose new solutions in administrative reform to improve the quality and efficiency of professional tasks. In particular, in recent times, the Provincial Inspectorate has always focused on reforming the civil service and civil servant regime to meet the requirements of new tasks.

Specifically, the Provincial Inspectorate has developed a project on job positions and civil servant ranks approved by the Provincial People's Committee; the appointment and promotion of officials are carried out in accordance with regulations; attention is paid to sending officials to attend professional training courses; strengthening discipline and administrative discipline in public service activities; focusing on monitoring the activities of inspection teams. In 2024, the Provincial Inspectorate has no officials or employees who violate or are disciplined.

The administrative procedures of the Provincial Inspectorate are all special administrative procedures, mostly related to the settlement of people's rights, so the unit's leaders pay great attention to cutting down procedures, shortening implementation time, and resolving cases with quality and efficiency. In 2024, the settlement of administrative procedures at the unit will ensure the prescribed time, avoiding the situation of overdue or unprocessed files, creating convenience for people and businesses.

In order to meet the requirements of work in the new situation, the Provincial Inspectorate has increased the application of information technology in professional and technical fields, such as: Using the official email system, managing work and documents on the agency's internal network system; implementing the digital transformation program; synchronously deploying the exchange of documents in electronic form, processing records on the network environment; continuing to synchronously apply software to manage inspection work, handle applications, resolve complaints and denunciations, etc.

Chief Inspector of the province Le Cong Huu said that administrative reform is always a matter of concern and focus for the leaders of the provincial Inspectorate; regularly directing and urging specialized and professional departments to carry out tasks according to the annual administrative reform plan. The unit has advised the provincial People's Committee to promptly announce newly issued sets of administrative procedures to provide specific regulations and facilitate organizations and individuals when carrying out procedures in the fields of complaints, denunciations, citizen reception, petition handling and corruption prevention and control.

The quality of the staff is increasingly improved; the application of information technology in the activities of state administrative agencies contributes to promoting state management at the Provincial Inspectorate. The facilities and office equipment are constantly growing, creating favorable conditions for staff to work and better complete assigned tasks.

To improve the effectiveness of administrative reform, according to Mr. Le Cong Huu, in 2025, the Provincial Inspectorate will continue to carry out the tasks of state administrative reform for the period of 2021-2030 according to Decision No. 3028/QD-UBND, dated September 21, 2021 of the Provincial People's Committee; documents directing administrative reform of the Provincial People's Committee, and the administrative reform plan of the Provincial Inspectorate. In particular, the unit focuses on promoting administrative reform towards streamlining and compactness; building a process for handling administrative work towards publicity, transparency, simplifying procedures, and shortening processing time.

At the same time, continue to use and arrange civil servants and public employees according to the project and job positions associated with training and fostering professional and management qualifications for civil servants and public employees, especially administrative skills and application of information technology; strengthen discipline, administrative discipline and office culture in the unit; enhance the responsibility of civil servants and public employees in performing their duties...

Along with improving the effectiveness of administrative reform work of the sector, in recent times, as a standing agency, the Provincial Inspectorate has coordinated with relevant sectors and units to carry out a thematic inspection on the responsibility of performing public duties of civil servants, public employees and public employees in the province. Through the inspection process, it can be seen that the public duty responsibility of civil servants and public employees in handling administrative procedures and public administrative services in the province has many positive changes; the reform of administrative procedures has been continued to be paid attention to and strongly directed by agencies, units and localities on the basis of closely following current legal regulations and instructions from the Central and the province. Thereby, contributing to improving the investment environment of the province, promoting the development of socio-economic sectors.
