Provinces and cities are "assigned growth KPIs", Bac Giang has the highest

(Dan Tri) - The Government has set growth targets for industries, sectors and localities. All localities must achieve GRDP of 8% or more, of which Bac Giang, Ninh Thuan and Hai Phong have the highest growth targets.

In Resolution 25, which was recently issued, the Government assigned a gross regional domestic product (GRDP) of 8% or more. Many localities need to have double-digit growth rates, such as Bac Giang (13.6%), Thanh Hoa (11%), Da Nang (10%), Quang Ninh (12%)... Hanoi and Ho Chi Minh City were assigned growth rates of 8% and 8.5%, respectively.


Ministries, sectors and localities send growth scenarios to the Ministry of Planning and Investment in February for synthesis and monitoring. Localities need to proactively carry out tasks and solutions within their authority and research and propose specific mechanisms, policies, tasks and solutions in cases beyond their authority, and send them to the Ministry of Planning and Investment for synthesis and reporting to the Government and the Prime Minister to promptly remove difficulties and obstacles.

Every month and every quarter, provinces and cities need to report on the implementation status, update the growth scenario if any, and recommend and propose solutions to achieve the growth target. The report is sent to the Ministry of Planning and Investment before the 25th of each month.

People's Committees of provinces and centrally run cities urgently direct research and review of new resources, driving forces, and capacities for growth and implementation solutions, and report to the People's Councils of the same level in February.

The Ministry of Planning and Investment shall preside over and coordinate with ministries, branches and localities to synthesize, monitor and evaluate the implementation situation and make recommendations, proposals and reports to the Government at regular monthly Government meetings.

The Government also assigned additional development targets for industries and sectors in industrial production, tourism, and consumption, in conjunction with the responsibilities of ministries and sectors. Accordingly, the Ministry of Finance must reduce the proportion of regular expenditures to the total state budget expenditure to 60%, and the proportion of development investment expenditure to 31%.

The Ministry of Planning and Investment ensures that the total social investment capital is at 33.5% of GDP. The Ministry of Industry and Trade is responsible for a number of indicators such as the growth rate of total export turnover of goods at 12%, trade surplus of 30 billion USD, industrial production index increasing by 9.5%, total retail sales of goods and consumer service revenue increasing by 12%...

This year, the Government aims to attract 22-23 million international visitors and 120-130 million domestic visitors. This target is assigned to the Ministry of Culture, Sports and Tourism, in order to stimulate domestic consumption, one of the main drivers of economic growth.
