From the next school year, students who complete secondary school will be awarded a diploma, but it will not be marked as excellent, good or average as before.
The Ministry of Education and Training today announced Circular 31/2023 on the recognition of secondary school graduation. Accordingly, students will be awarded a diploma at this level when they complete the 9th grade study and training program and do not miss more than 45 classes a year. The diploma will no longer include excellent, good, or average grades as in the old regulations (2006).
The Circular takes effect from February 15, applicable to students graduating from secondary school in the 2024-2025 school year.

A new point compared to before is the increase in the number of graduation exams in a year. The provincial and municipal Departments of Education and Training will decide the number of graduation exams in the locality, but not more than twice a year. The first exam must be done right after the end of the school year, the second exam (if any) must be completed before the start of the new school year.
The process of considering junior high school graduation is as follows: The Head of the Department of Education and Training establishes a Graduation Recognition Council for each school, including the principal, professional group leader, 9th grade homeroom teacher, representative of the Ho Chi Minh Communist Youth Union Secretary or the Team Leader.
The council has at least 7 members, and must be an odd number. The council will review the student records, compile a list of students who are eligible to graduate from junior high school and approve it. Based on this list, the Department will make a decision to recognize junior high school graduation and issue diplomas to students.

Currently, graduating from junior high school is a mandatory criterion for students to take the entrance exam to grade 10 of high school. According to many teachers, provinces and cities select public grade 10 students based on exam scores or academic records, so the classification on the junior high school graduation certificate is not necessary.
