Minister Le Minh Hoan answers voters about regulations on using drones to spray pesticides

Voters in Ben Tre province requested the Ministry of Agriculture and Rural Development to coordinate with ministries and branches to soon issue specific regulations on the use of drones to spray pesticides.

Minister of Agriculture and Rural Development Le Minh Hoan has just signed an official dispatch responding to the petition of voters in Ben Tre province regarding regulations on the use of drones to spray pesticides.

Accordingly, voters in Ben Tre province reported that the use of drones to spray pesticides could affect people's health and pollute the environment, but there are no specific regulations on weather conditions and locations where drones are allowed and not allowed to be used.

To ensure safety for people's health and protect the environment, voters request the Ministry of Agriculture and Rural Development to coordinate with ministries and branches to soon issue specific regulations on the use of drones to spray pesticides.

In response to the above proposal, the Ministry of Agriculture and Rural Development said that in 2008, the Government issued Decree No. 36 on the management of unmanned aircraft and ultralight aircraft (amended and supplemented by Decree No. 79-2011 of the Government).

On November 11, 2020, the Ministry of National Defense issued Document No. 4213/BQP-TM on the application of drones in agriculture.

In this document, the Ministry of National Defense has provided specific guidance on the contents related to granting flight licenses for the exploitation and use of drones for agricultural production in accordance with seasonal characteristics, disease developments, requirements for cultivation, care and management of flight activities.

On December 21, 2022, the Plant Protection Department, Ministry of Agriculture and Rural Development issued basic standard 830:2022/BVTV for field testing of plant protection drugs to prevent and control plant pests using drones.

Accordingly, this standard has provided principles, contents, and methods to evaluate biological effectiveness and determine the isolation period of pesticides sprayed and spread by drones in the fields.

TCCS 830:2022/BVTV is the basis for registering plant protection products used on drones, and at the same time creates the premise for expanding and widely applying new spraying technologies in Vietnam to improve efficiency, safety for users and quality of agricultural products.

In recent years, the trend of using drones to spray pesticides or sow and fertilize rice has been taking place massively in the southwestern provinces.
