Reporting to the working delegation, Mr. Nguyen Minh Tan - Head of the Ethnic Minorities Committee of Binh Thuan province, said: The whole province has 35 ethnic groups with more than 1.2 million people, of which 34 are ethnic minorities, accounting for 8.4%. Each ethnic group has its own cultural identity, habits and customs, creating diversity in the national culture.
The total budget allocated to implement the National Target Program 1719 in 3 years (from 2022 to 2024) is 427,547 million VND. Of which, the central budget is 370,480 million VND and the provincial counterpart budget is 57,067 million VND. As of August 31, the province has disbursed 233,589 million VND, reaching 54.6% of the plan. Specifically, in 2022, disbursement was 76,274 million VND, reaching 86.9%; in 2023, disbursement was 110,331 million VND, reaching 77%; in 2024, disbursement was 31,081 million VND, reaching 22.3%.
In addition to effectively implementing projects and sub-projects to support local socio-economic development, there are still a number of projects and sub-projects such as Sub-project 1 - Project 3; Sub-project 2 - Project 3; Sub-project 2 - Project 10 with low disbursement progress. Currently, the locality is gradually overcoming difficulties, making recommendations to central ministries and branches to remove difficulties, speed up disbursement progress, and implement projects.
“The locality has strengthened poverty reduction work in ethnic minority areas, effectively invested capital from the National Target Program 1719 to support people to escape poverty sustainably. In addition, the work of caring for prestigious people in the locality has been well implemented, along with promoting the role of prestigious people in the community more and more effectively,” said Mr. Tan.
Speaking at the meeting, Ms. Vo Thi Minh Thao - Director of the Social Policy Bank Branch of Binh Thuan province, said: In the period of 2022 - 2024, the whole province disbursed more than 55.8 billion VND to 776 poor ethnic minority households for production, business and housing construction. For households borrowing capital to build houses, each household can borrow 40 million VND; for households borrowing for production and business, each household can borrow on average more than 80 million VND.
“In order to promote the effectiveness of social policy credit to contribute to the successful implementation of the National Target Program 1719 for the period 2021 - 2025 in general and the National Target Program on socio-economic development in ethnic minority and mountainous areas in particular, the unit proposes that the Government add the target group of near-poor ethnic minority households to benefit from the loan policy to support residential land, housing, production land, and job conversion according to Decree 28/2022/NDCP,” said Ms. Thao.
At the meeting, Mr. Ha Viet Quan - Chief of the Office of the National Target Program 1719, said: Binh Thuan is one of the localities that has done well in disbursing capital to implement projects. Binh Thuan has a high disbursement rate compared to the national average, high disbursement speed, many goals have been achieved at a fairly good level.
According to Mr. Ha Viet Quan, through surveying a number of households in Tanh Linh district, the delegation realized the great efforts of the government in supporting people from capital sources of policies, especially capital from the National Target Program 1719. People who received support have effectively used the capital to build houses, produce and do business, bringing positive results.
“However, the locality is still slow in implementing the Program. Some projects and sub-projects in Binh Thuan in general and Tanh Linh district in particular are still slow. We hope that in the coming time, the locality will be more determined in implementing the projects to bring about the best results. In addition, the locality needs to have a specific roadmap for implementing the Program,” Mr. Ha Viet Quan noted.
Meanwhile, Mr. Hoang Van Tuyen - Director of the Department of Ethnic Policy (UBDT), said that for proposals on expanding the near-poor, increasing the support level, extending the support period (mainly for loans to build houses, support for career conversion, loans for production), the Department will report and advise on proposals for implementation in the coming period.
“We appreciate the local efforts in effectively utilizing the resources of the National Target Program 1719 to support people in production, housing construction, and implementing many projects, contributing to the improvement of the local ethnic minority areas,” said Mr. Hoang Van Tuyen.
Mr. Luu Xuan Thuy - Head of the Department of Ethnic Minorities (UBDT) noted the need to better implement the support for the prestigious people in the locality. "The province currently only provides newspapers for prestigious people as local newspapers, there is no central newspaper yet. We suggest that the locality needs to pay attention to this issue. Binh Thuan is a locality that has implemented Directive 06 of the Prime Minister quite effectively. In the coming time, the locality needs to continue to implement it more effectively," Mr. Luu Xuan Thuy suggested.
Speaking at the meeting, Mr. Nguyen Hong Hai - Vice Chairman of Binh Thuan Provincial People's Committee, said that he would accept the opinions that the working group of the Committee for Ethnic Minorities had contributed and pointed out and would be more determined in implementing the National Target Program 1719 in the coming time. Previously, Binh Thuan was one of the provinces with a very low disbursement rate, but thanks to the solutions from ministries, branches and the determination of the locality, the disbursement rate has achieved increasingly positive results.
“The locality is determined to disburse 100% of capital in 2022 and 2023, and for 2024, the locality is trying to disburse 95%. In the coming time, the province will direct and urge departments, branches and localities to allocate and disburse capital to implement projects. For some sub-projects and projects with slow disbursement progress, the locality will find ways to resolve them to speed up implementation. Regarding the roadmap for implementing the National Target Program 1719, the province will accept comments and will review them specifically,” said the Vice Chairman of the Binh Thuan Provincial People's Committee.
Concluding the working session, Minister and Chairman of the Committee for Ethnic Minorities Hau A Lenh highly appreciated the advisory work of the Provincial Ethnic Minorities Committee, and at the same time commended the efforts of the People's Committee of Binh Thuan province to effectively implement the National Target Program 1719 for the period 2021 - 2025 in the locality.
Minister and Chairman of the Committee for Ethnic Minorities Hau A Lenh shared that the National Target Program 1719 focuses on a specific group of ethnic minorities living in the most difficult areas, so the province needs to base on the actual situation of the locality, review each project to deploy the right subjects, and promote effectiveness in practice.
The results achieved are the result of the whole process of direction, management, determination of the entire political system and consensus of the people. The above results have created a positive change in the investment in infrastructure construction, changing the face of rural areas, increasing income for households in ethnic minority and mountainous areas.
According to Minister and Chairman of the Committee for Ethnic Minorities Hau A Lenh: Binh Thuan is a province with a large number of ethnic minorities, of which the Cham people make up the majority compared to the whole country. Regarding rural agriculture, Binh Thuan is also a locality that does quite well, infrastructure such as electricity - roads - schools - stations are relatively well invested. The development of culture, education and health care for people in the province, especially for the Cham people, is of interest.
However, in addition to the achieved results, Binh Thuan still faces some difficulties in economic development in ethnic minority areas, especially the problem of low average income. Although the poverty reduction rate is fast, compared to the general level, people still face some difficulties, such as the limited employment rate in rural areas.
“The start-up movement and the development of entrepreneurs in ethnic minority areas are still limited, not to mention attracting investment. Therefore, I suggest that the locality needs to pay more attention to this issue, especially attracting investment and creating jobs for the people. Although the socio-cultural sector has received attention, the locality needs to pay more attention and promote cultural values associated with tourism development,” the Minister and Chairman of the Committee for Ethnic Minorities noted.
Minister and Chairman Hau A Lenh suggested that localities need to organize and implement ethnic policies more effectively, especially the National Target Program 1719. During the implementation process, if there are any problems, localities need to promptly make recommendations to resolve them. Particularly for projects and sub-projects that have been guided, localities need to be more drastic in their deployment and implementation.
“The time to implement the Program Phase 1 is very short, I suggest that you implement it vigorously. To do so, we must review and evaluate each project and the content of each project to have a specific assessment. We need to review and compare to have better implementation instructions. It is necessary to conduct a preliminary review and evaluation of this phase to have key adjustments for the next phase. Along with the review, localities need to assign responsibilities to individuals and organizations to implement more vigorously and promote the effectiveness of the Program better,” Minister and Director Hau A Lenh emphasized.
According to the Minister and Chairman of the Committee for Ethnic Minorities, localities need to strengthen inspection and supervision to avoid mistakes at the grassroots level. At the same time, inspection and supervision are needed to promptly resolve problems and ensure support reaches the people. In addition to the solutions of ministries and branches, localities also need to coordinate to have the best implementation directions.
“In the process of implementing the National Target Program 1719, localities need to coordinate with the two remaining National Target Programs. Here, not only capital is integrated, but also objects and models are integrated… For example, when investing in a village, we need to orient how to reduce poverty and then how to develop…”, Minister and Director Hau A Lenh suggested.
