Minister Dang Quoc Khanh inspected the project "Investment in the construction of a Mekong Delta data center integrating regional natural resources and environmental data to serve analysis, assessment and decision support on sustainable development in the context of climate change".

This is Sub-project 4 "Investment in the construction of a Mekong Delta data center integrating regional natural resources and environmental data to serve analysis, assessment and decision support on sustainable development in the context of climate change" under Component 1 of the project "Integrated climate resilience and sustainable livelihoods in the Mekong Delta"; invested by the Project Management Board for Investment and Construction - Ministry of Natural Resources and Environment.

According to Mr. Nguyen Duc Phu, Director of the Construction Investment Project Management Board - Ministry of Natural Resources and Environment, the project's goal is to build a center for the Mekong Delta region to integrate multi-sector data (natural resources - environment, socio-economics, ...), gradually standardize, overcome the shortage of databases, synchronize documents in the Mekong Delta region to serve analysis, assessment and support decision making on sustainable development in the context of climate change.

Inspecting the entire construction project, Minister Dang Quoc Khanh acknowledged and highly appreciated the Construction Investment Project Management Board - Ministry of Natural Resources and Environment for implementing the project well. The project has ensured progress and quality up to now. In particular, the project has an open design with many spaces with nature. The project is equipped with a grid-connected solar panel system that directly supplies electricity to priority loads with a capacity of about 36kW. In the coming time, the Minister requested the Project Management Board, in addition to doing a good job of the rough part of the project, to pay more attention to the finishing part so that the project can be completed ahead of schedule.

Minister Dang Quoc Khanh said that 2023 is the year of National Digital Data. With the view that digital data is a national resource and the foundation of development, we need to seize and take advantage of opportunities to exploit and promote the value of digital data to become an important resource for socio-economic development.

With the Mekong Delta Regional Data Center integrating the region's natural resources and environmental data, these are specific actions of the Ministry of Natural Resources and Environment to deploy the operation of e-Government towards digital Government, aiming to build information technology infrastructure and databases to create a foundation for the development of e-Government. In addition, continue to deploy the construction and completion of national and specialized databases such as: Building a national database on land; building a national geographic database; Building a national database, specialized in natural resources and environment (building a database on natural disasters and natural disaster risks; Building an inter-sectoral database system on the Mekong Delta to serve sustainable development and adaptation to climate change; Implementing the Project to complete the natural resources and environment database connected with information systems and databases of ministries, branches and localities; Building a national database system on natural resources and environment monitoring).

Minister Dang Quoc Khanh affirmed that the national database is a new resource and an important foundation for national digital transformation, so it must have high connectivity, interconnectivity, and sharing among ministries, branches, localities, and between levels of government.

With the project's goal of building a multi-sector data integration center for the Mekong Delta region, which is the focal point of the Ministry of Natural Resources and Environment in the South to share data bases, the Minister requested the Project Management Board to study backup plans for the power grid supply system and internet transmission lines to meet the requirements of interconnection between units, sectors, and localities...

As the central headquarters of the Ministry of Natural Resources and Environment in the Mekong Delta region with many specialized units having offices here, the Minister suggested that the organization work needs to have coordination between the using units such as hydrometeorology, national water resources planning center, environmental pollution control... to make the most effective use of the function. The coordination of exploitation of the project needs to be prepared from now so that when it comes into operation, it can be convenient to share, integrate information, arrange plans, and jointly process data later.

Project content and scale:

Data collection; database standardization and integration; analysis, model design, newsletter and sample report design; purchase and development of application software; development of legal corridors, propaganda; technology transfer training, including:

Collect historical and current data during the project implementation period and serve as a basis for future data updates related to resources and environment and data from a number of other related fields in the Mekong Delta region from sources through many forms/mechanisms (provided according to the national database information sharing policy, purchasing, ordering, linking, cooperating and exchanging);

Standardize and integrate the Mekong Delta database: Analyze data information content, design an integrated Mekong Delta database model; standardize and integrate data sources into the system; build a WebMap base map; build a riverbank and coastal erosion database, transfer the database and determine the riverbank and coastal erosion trends and train and transfer technology; monitor changes in land use and crop structure using remote sensing technology.

Analyze and design models to serve the preparation of newsletters and sample reports on climate change, natural disasters, and warnings that are promptly and accurately communicated to the community and political system; published and disseminated according to current regulations in the first 3 years of the trial operation phase and reporting of the results of specialized research.

Purchase and build application software to serve the input, standardization, testing, integration, search, and extraction of the Mekong Delta integrated database and the Mekong Delta data portal software designed to be modern, secure, with a friendly interface, easy to access, and easy to use.

Develop regulations on providing and sharing information and data in the Mekong Delta region. Implement campaigns to raise awareness about environmental resource protection on mass media channels. Organize field missions to conduct surveys, listen to introductions and reports at the Center and in the field.

Training and technology transfer for human resources of the Center and other related units to use, receive data, standardize data, use equipment to improve professional qualifications, increase appropriate experience to best perform the tasks of the Center, Department of Natural Resources and Environment of the Mekong Delta provinces and some related units.
