Speaking at the opening ceremony, Mr. Pham Duc An - Chairman of Quang Ninh Provincial People's Committee said that over the past 65 years, since being initiated by President Ho Chi Minh, Tet Tree Planting has become a festival, a cultural beauty in all localities across the country at the beginning of each new spring. This is also a practical activity responding to the movement of planting trees, afforestation, sustainable forestry development, environmental protection, and climate change response that the Central Party and Government regularly pay attention to and direct.

In recent years, implementing the specific Directive No. 45/CT-TTg of the Government "On organizing the "Tet tree planting" movement and strengthening forest protection and development from the beginning of 2021"; Decision No. 524/QD-TTg of the Prime Minister approving the Project "Planting one billion trees in the period 2021 - 2025", Resolution No. 19-NQ/TU dated November 28, 2019 of the Standing Committee of the Quang Ninh Provincial Party Committee on sustainable forestry development in Quang Ninh province to 2025, with a vision to 2030; tree planting and afforestation work has been actively deployed and implemented synchronously by local Party committees and authorities at all levels with practical and effective solutions.

As a result, the forest area in the province has always been stable and increased year by year, the quality of the forest has been gradually improved, and the forest cover rate has remained stable at 55%. However, in September 2024, due to the severe impact of Typhoon Yagi (Typhoon No. 3), it caused great damage to the forest area in the province with nearly 129,000 hectares of forest broken; over 70% of urban trees were broken, leading to an estimated decrease in forest cover to 42%, with a total estimated damage of over 5,000 billion VND, causing both great economic loss and direct impact on the living environment.

Immediately after storm No. 3, localities, enterprises, units and forest planting households quickly counted the damage, immediately implemented timely measures to protect and develop forests and urgently restored production. The province also directed localities and units to immediately implement the province's existing support policies to support households, enterprises and investment units in the forestry sector, and promptly developed a forestry reconstruction project to report to the Provincial People's Committee.

On December 2, 2024, the Provincial Party Committee issued Resolution No. 31-NQ/TU on directions and tasks for 2025, which determined the target of forest coverage rate reaching over 42% with the goal of restoring production, quickly recovering and developing Quang Ninh's forest economy. Accordingly, in 2025, Quang Ninh province strives to plant over 31,847 hectares of concentrated forests, including 2,724 hectares of protective forests and 29,123 hectares of production forests, an unprecedentedly large number, 2.4 times higher than the 2024 forest planting target, demonstrating the province's high determination in developing and restoring production in the forestry sector after the storm.
