Supplementing and updating the Implementation Plan of Power Development Plan VIII

On the afternoon of July 9, Deputy Prime Minister Tran Hong Ha chaired an online conference with localities on supplementing and updating the Plan for implementing the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (Power Plan VIII).

At Thanh Hoa bridge, comrade Mai Xuan Liem, member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee and representatives of departments and branches attended the conference.

Supplementing and updating the Implementation Plan of Power Development Plan VIII

Comrade Mai Xuan Liem, Member of the Provincial Party Standing Committee, Vice Chairman of the Provincial People's Committee and representatives of departments and branches attended the conference at Thanh Hoa bridge.

Power Plan VIII was issued in Decision No. 500/QD-TTg dated May 15, 2023 of the Prime Minister. According to Power Plan VIII, oriented to 2030, the total capacity of power plants serving domestic demand is 150,489 MW (excluding exports, existing rooftop solar power...). Oriented to 2050, the total capacity of power plants will reach from 490,529 - 573,129 MW (excluding exports, renewable energy for new energy production).

Along with the power source system, the Power Plan VIII also orients the development of the power transmission system in sync with the progress of power sources, the demand for load development of localities, using modern technology, ensuring international standards, and being ready for regional connection. In particular, the development of the 500 kV and 220 kV transmission grid ensures the ability to release the capacity of power plants, improve the reliability of power supply, reduce power loss, and meet the N-1 criteria for important load areas and N-2 for especially important load areas.

Immediately after the VIII Power Development Plan was approved, the Ministry of Industry and Trade took the lead in drafting the Plan for implementing the Plan. Sectors and localities have contributed comments and proposed to supplement the list of projects to be implemented in phases, in accordance with the planning and development plans of localities.

In Document No. 4404/BCT-DL dated June 25, 2024 on promulgating additional and updated plans to implement Power Plan VIII, the Ministry of Industry and Trade also updated the list of additional power source types and updated operations for the period up to 2030, including onshore wind power projects; small hydropower; biomass power; and waste-to-energy.

Reporting at the conference, the representative of the Ministry of Industry and Trade said that, implementing the direction of Deputy Prime Minister Tran Hong Ha, the Ministry of Industry and Trade has complied with the decision not to consider concentrated solar power projects and has not included them in the Draft Decision of the Prime Minister promulgating additional updates to the Plan for implementing the Power Plan VIII. However, not considering these solar power projects in the Plan for implementing the Power Plan VIII is not completing the task assigned by the Prime Minister in Decision No. 500/QD-TTg dated May 15, 2023. Therefore, the Ministry of Industry and Trade proposed that the Government assign the Government Inspectorate to preside over and coordinate to accelerate the removal of difficulties and obstacles related to solar power and wind power projects, etc., thereby creating a basis for localities and investors to soon have a basis to implement projects in accordance with the source structure approved by the Prime Minister.

At the conference, localities presented and discussed the progress of implementing ongoing power source projects; difficulties and obstacles; especially power source projects that were approved in Decision No. 262/QD-TTg dated April 1, 2024 but were mentioned in the Inspection Conclusions.

Concluding the conference, Deputy Prime Minister Tran Hong Ha requested the Ministry of Industry and Trade to thoroughly grasp the spirit of resolutely implementing power source projects that are still feasible; preside over and coordinate with the Government Inspectorate to review projects that are capable of overcoming the violations mentioned in the Inspection Conclusion to continue implementation.

He also requested localities to continue to study and review electricity projects implemented in the localities, and propose the Ministry of Industry and Trade to supplement suitable projects. For projects that overlap with other planning, localities need to proactively work with competent authorities to carry out procedures to adjust planning and land use plans, creating a clear corridor for project implementation.

In Thanh Hoa, in recent times, the province has actively coordinated with the Ministry of Industry and Trade and relevant ministries in developing the Power Development Plan VIII and drafting the Implementation Plan. In the list of additional and updated plans for implementing the Power Plan VIII, Thanh Hoa province has added 4 projects including: Son Dien Hydropower Plant (13MW), Nhu Thanh Biomass Power Plant (10MW), Nghi Son Waste-to-Energy Plant (20MW) and Tho Xuan Waste-to-Energy Plant (12MW).
