Strengthening the direction of secondary and high school enrollment and management of extra teaching and learning activities

Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 10/CD-TTg dated February 7, 2025 to the Minister of Education and Training (MOET), Chairmen of People's Committees (PCs) of provinces and centrally run cities on strengthening the direction of junior high school and high school enrollment and management of extra teaching and learning activities.


The telegram stated: In the past time, the entire education sector has focused on implementing the task of fundamental and comprehensive innovation in education and training in the spirit of Resolution No. 29-NQ/TW dated November 4, 2013 of the 11th Party Central Committee, and innovation of the general education program in accordance with Resolution No. 88/2014/QH13 of the National Assembly; and has achieved many important, positive and remarkable results. However, the work of recruiting junior high school students, recruiting high school students and managing extra teaching and learning activities in some localities still has shortcomings that have not been promptly handled, affecting teaching and learning activities at general education institutions, creating negative public opinion in society.

To continue improving the quality and effectiveness of state management of junior high school and high school enrollment and extra teaching and learning activities, the Prime Minister requested the Chairmen of the People's Committees of provinces and centrally-run cities to focus on directing the synchronous and effective implementation of tasks and solutions and take full responsibility for junior high school and high school enrollment and management of extra teaching and learning activities in the area.

In particular, it is important to direct relevant agencies and units to prepare well the conditions for organizing junior high school and high school admissions to ensure transparency, practicality, efficiency, reduce pressure, and reduce costs for society. Complete the announcement of junior high school and high school admissions plans for the 2025-2026 school year in February 2025 so that students, teachers, schools, and general education institutions can proactively prepare for admissions.

Allocate local budgets and increase the mobilization of social resources to build enough schools and classrooms and ensure quality so that all students of universal education age can go to school, reduce pressure on enrollment, especially in big cities, industrial zones, and densely populated areas, and resolutely not let students of universal education age not go to school.

At the same time, direct general education institutions in the area to strictly implement regulations on extra teaching and learning; strictly handle cases of violations of regulations. Timely detect, commend, reward, and promote examples of collectives and individuals who are dedicated, enthusiastic, and devoted to students. Provide appropriate financial support to schools to contribute to improving the quality of education.

The Prime Minister requested the Minister of Education and Training to direct and urge localities to guide schools and general education institutions to strictly implement the Regulations on junior high school and high school admissions; and the Regulations on extra teaching and learning issued by the Ministry of Education and Training.

Strengthen information, propaganda, inspection, examination and supervision of the implementation of the Regulations on junior high school and high school admissions; Regulations on extra teaching and learning; require strict handling and public disclosure of violations according to regulations.

Proactively and regularly review and grasp information to promptly amend, supplement and perfect the Regulations on junior high school and high school admissions; Regulations on extra teaching and learning, ensuring suitability to reality and meeting requirements in the new situation.

The Government Office, according to its assigned functions and tasks, shall monitor and urge relevant agencies and units to implement this Official Dispatch; coordinate with the Ministry of Education and Training to promptly report to the Prime Minister on problems and difficulties in the implementation process.
