Ministry of Industry and Trade organizes civil servant promotion exam in 2024

Accordingly, the Ministry of Industry and Trade will organize the civil servant promotion exam in 2024, specifically:

For civil servants of administrative units under the Ministry: From specialist rank to senior specialist rank; From officer rank to specialist rank.

For civil servants specializing in market management: From market controller to senior market controller; From intermediate market controller to market controller.

Units under the Ministry, based on the Job Position Project approved by the Ministry of Industry and Trade, review the current situation of the number of employees, the structure of civil servant ranks, the number of civil servants corresponding to the exam ranks that are still lacking according to the requirements of the job positions; Prepare records and lists of civil servants who meet the standards and conditions to be nominated to take the exam and register the 2024 civil servant promotion quota to send to the Ministry of Industry and Trade (through the Department of Organization and Personnel) before July 25, 2024.

Civil servants are eligible to register for the promotion exam when they meet the following criteria and conditions:

- Being classified as having completed the task well or better in the year of work immediately preceding the year of taking the promotion exam; having good political qualities and ethics; not being subject to disciplinary action, not being subject to the implementation of regulations related to discipline specified in Article 82 of the Law on Cadres and Civil Servants as amended and supplemented in Clause 17, Article 1 of the Law amending and supplementing a number of articles of the Law on Cadres and Civil Servants and the Law on Public Employees.

- Have the capacity, professional qualifications and skills to take on a job position corresponding to a higher civil servant rank than the current civil servant rank in the same professional field.

- Meet the requirements for diplomas, certificates and other requirements for professional standards of the exam category.

- In case a civil servant has a professional graduation certificate with output standards in foreign languages ​​or information technology according to regulations that correspond to the requirements of the exam category, he/she must meet the requirements on foreign languages ​​and information technology standards of the exam category.

- In case civil servants are exempted from taking foreign language or computer science exams as prescribed in Clause 6 and Clause 7, Article 37 of Decree 138/2020/ND-CP, they must meet the foreign language and computer science standards of the exam category.

- Meet the minimum working time requirements for each civil servant category specified in the professional and technical standards of the category for which the exam is being held;

- In case a civil servant, before being recruited or accepted, has worked for a period of time with compulsory social insurance payment in accordance with the provisions of the Law on Social Insurance, working in a position requiring appropriate professional qualifications (if the working period is not continuous and has not received a one-time social insurance benefit, it will be accumulated) and that period is calculated by the competent authority as the basis for salary classification in the current civil servant rank, it will be considered equivalent to the current civil servant rank.

- In case of equivalent time, must have at least 1 year (full 12 months) holding the lower grade adjacent to the grade for the exam calculated from the deadline for submitting application for promotion exam.

The exam is expected to take place in September 2024 with 4 contents: General knowledge exam, Foreign language, Information technology (multiple choice format) and professional exam (written exam).

Exam location at University of Industrial Technology (456 Minh Khai Street, Hai Ba Trung District, Hanoi).

The civil servant promotion exam is a particularly important and necessary step in the process of managing the staff and civil servants, with the goal of improving the quality of the staff, contributing to the formation of a suitable staff and civil servant rank structure in agencies and units, initially linking work positions with rank titles.
