On October 25, the Investigation Police Agency of Phan Thiet City Police, Binh Thuan Province issued a decision to prosecute and detain Pham Thanh Tung (born in 1991; residing in Phu Thuy Ward, Phan Thiet City) to investigate the act of "Fraudulent appropriation of property". Tung is the General Director of DreamLand Real Estate Investment and Development Joint Stock Company.

According to the investigation agency, in early October 2019, Mr. NVT (residing in Phu Quy district) was introduced by Tung to 2 plots of land (coded B3, B4) located in the Phu Gia An Construction project (Ham Chinh commune, Ham Thuan Bac district) belonging to DreamLand Company; the area of each plot of land is about 100 m2, the selling price is 4,000,000 VND/m2, rural residential land type.
To create trust, Tung said that the documents are being submitted to the authorities to change the land use purpose and committed that within 3 months, there will be full Land Use Rights Certificates for each plot of land to sign notarized contracts for customers.
On October 18, 2019, Mr. T. conducted a transaction to purchase land lots B3 and B4 for a total of 776 million VND. The two parties agreed to divide the payment into 4 installments. After receiving the first 2 installments with a total amount of more than 442 million VND, Tung announced that the file had problems and committed to delivering the Land Use Rights Certificate for the above 2 land lots to Mr. T before April 30, 2020.
Because Tung did not fulfill his commitment and did not have the money to pay back, in early October 2020, Mr. T. asked Tung to put his name on the contract to buy a plot of land at Expert Home Project (Ham Thang Commune, Ham Thuan Bac District) owned by Tung, with the purpose that when Tung sold this plot of land, he would have to ask Mr. T. to sign the contract to liquidate and return the previous amount.
On October 24, 2020, Tung presented a “contract termination notice” and a “debt confirmation and debt repayment commitment” for Mr. T. to sign and committed to pay the money after one month. However, to date, Tung has not fulfilled his signed commitment; therefore, Mr. T. reported to the police.
During the verification, the Investigation Police Agency of Phan Thiet City Police determined that the land plot for the Phu Gia An project was not owned by Tung and Tung did not submit the application for the Phu Gia An project.
Phu Gia An Construction Project was named by Tung himself, did not submit documents to the competent authorities to request a change in land use purpose and separate each Land Use Right Certificate; drew a map of the subdivision on a plot of land that he did not own in order to appropriate property.
