"Revealing" the "hot" industries in the coming time

On the afternoon of March 24, the Ministry of Home Affairs, the Government Office, and the Central Committee of the Ho Chi Minh Communist Youth Union jointly organized the program "Prime Minister's Dialogue with Vietnamese Youth in 2025".


Hot industries for fast and sustainable development

The Prime Minister's Dialogue with Vietnamese Youth Program in 2025 has the theme "Vietnamese Youth Pioneers in Science and Technology Development, Innovation and National Digital Transformation". Within the framework of the program , Dr. Hoang Anh Duc, RMIT University asked: "Currently, there are not many students and postgraduates studying in the key fields of mathematics, physics, biology, chemistry, engineering and technology.

Meanwhile, this is an important group of subjects and fields to participate in the development of science and technology, innovation and national digital transformation. May I ask what breakthrough mechanisms and policies the Government has and will have to be able to increase more of these subjects studying in the above fields?

Minister of Education and Training Nguyen Kim Son assessed that this question is a very valid concern. "Talking about national development, many groups of human resources are needed and we must affirm that each group of human resources has its own role and makes very important contributions. Sectors in fields such as pedagogy, medicine, national defense, security, law, business administration, finance, etc. all play an important role in the socio-economic development of the country.

However, at a time when we want to develop quickly and sustainably, attract FDI enterprises as well as domestic enterprises in the fields of science, technology, engineering, especially high technology, the demand for high-quality human resources in the field that we often call STEM, including science, technology, engineering and mathematics, requires a larger quantity and especially higher quality to be able to meet the rapid and sustainable development of the country.

We must also see that we are not too low compared to the average level of other countries. Currently, the average annual enrollment rate of students in STEM majors and universities is 28-30%. Meanwhile, this rate in some countries such as Korea is 35%, Germany is 39%, Finland is 36%. Our rate is not too low compared to countries with developed industry and technology, especially in the context of our population of one hundred million. The rate of 30% among the 600,000 students enrolling in universities each year is not too small.

However, given the country's rapid and strong development requirements, this number needs to increase even more.

In the Vietnam Education and Training Development Strategy signed by the Prime Minister a few months ago, we set a target that by 2030, the total scale of university training can reach 1 million students studying STEM. And when this number was announced, countries around the world, especially countries with small populations, had many positive comments.

On that basis, the number of students studying STEM at the postgraduate level in 2024, the proportion of master's degree students increased by 34% and the number of doctoral students increased by 33%, with a total of over 600 graduate students studying and preparing their doctoral theses.

In the field of education alone, the total number of PhD students working in the STEM field has increased to 350.

I mention these figures to show that the number of human resources in the STEM field is currently growing strongly and promisingly. The Prime Minister is also assigning the education and training sector to prepare a project to train high-quality human resources to develop high-tech fields, in which many policies will be introduced to encourage and motivate young people to study in these fields, including policies to support scholarships for learners, incentive policies as well as policies to attract foreign experts to work. And especially important is that there will be an orientation for investment in developing universities because only with an advanced university environment can we create both quantity and quality.

In addition, many non-public universities have grasped the development trends of the world and the orientation of Vietnam, and many schools have invested in laboratories, increased enrollment, and invited experts. We are focusing highly on and prioritizing the field of human resource development, and it can be said that the future prospects are very optimistic."

Prime Minister Pham Minh Chinh frankly acknowledged that we have not yet comprehensively developed all scientific sectors and fields, in which basic sciences have not yet developed in accordance with the requirements of national development and the development trends of the times. Therefore, we must have preferential mechanisms and policies, such as honor policies and scholarship policies for students and postgraduates to pursue their passions. The same is true for the fields of social sciences and humanities, physical education, sports, culture, and entertainment industry. The spirit is to create the most favorable conditions for each person to pursue their passions, ambitions, and strengths. At the same time, train a team of teachers with the spirit that the school is the foundation, teachers are the driving force, and students are the center.

Need to carry out work with the spirit of "3 yes and 2 no"

To clarify the content of the questions at the program, Prime Minister Pham Minh Chinh summarized them into some keywords.

The first is "institutions". Immediately after the Politburo issued Resolution 57 on science, technology, innovation, and digital transformation, the Government submitted to the National Assembly Resolution 193 on piloting a number of special mechanisms and policies to create breakthroughs in the development of science, technology, innovation, and national digital transformation.

The second keyword is "resource mobilization". We have many mechanisms such as public-private partnership, direct and indirect investment capital, business resources, and researcher resources to commercialize research results.

Regarding the allocation of resources for science and technology, innovation, and digital transformation, this year, the state budget allocated about 3% for this field, an increase of 1% compared to before the issuance of Resolution 57, and next year, about 5% of the state budget will be allocated. State resources are leading and activating non-state resources.

The third keyword is "security, safety". Promoting development while ensuring security and safety are two parallel aspects of a process, only then can science and technology, innovation, and digital transformation be promoted. In particular, using digital technology must ensure personal data is safe, not attacked, not stolen, not scammed.

The fourth keyword is "human resources". There must be mechanisms and policies to train, promote and retain high-quality human resources. We are actively working to amend and perfect related laws.

Regarding cyber security, we have specialized agencies and associations and each person must protect themselves. Vietnam's cyber security force is very elite, the Vietnamese representative team won the global cyber security championship for the second consecutive year and we will continue to replicate good models and effective practices.

Regarding the implementation of Resolution 57, the Prime Minister said that General Secretary To Lam is the Head of the Central Steering Committee, which includes the content of developing technology enterprises with an ecosystem (building a legal corridor, infrastructure, and human resource training). We are also building a project to develop private enterprises; there are mechanisms, policies, and solutions to guide enterprises to invest in science and technology, innovation, and digital transformation, learning from experience while doing, gradually expanding, not being perfectionist, not hasty, the spirit is that the institution must be open, the infrastructure must be smooth, and governance must be smart.

Assessing these as comprehensive, comprehensive, feasible and effective solutions, the Prime Minister hopes that young people will continue to start businesses with science and technology enterprises, innovation, digital transformation, profitable business and create a movement, a common spirit, and harmonize the interests between the State, enterprises and people. It is necessary to carry out work with the spirit of '3 yes and 2 no': '3 yes' means benefiting the country, benefiting the people, benefiting enterprises, harmonious benefits, sharing risks; '2 no' means no personal motives, corruption, negativity and no loss or waste of State assets, people's assets, and national resources.

Deputy Minister of Home Affairs Nguyen Thi Ha shared: "Today's dialogue program is very meaningful for the Prime Minister to listen to the legitimate thoughts and aspirations of young people in studying, starting a business and their aspirations to master science and technology to develop the country. At the same time, it shows the affection, responsibility and deep concern of the Party and State, and the Prime Minister himself, for young people, in order to further promote the spirit of vanguard and creativity of young people in the cause of building and defending the Fatherland."
