(Dan Tri) - The Deputy Prime Minister requested an assessment of the real estate market situation in localities, where there is a shortage but no work is done, where there is a surplus but no sale.
This content was raised by Deputy Prime Minister Tran Hong Ha at the meeting of the Central Steering Committee on housing policy and real estate market, which took place on October 24.
Lack of real estate supply for low-income people
According to the report of the Ministry of Construction, in the first months of the year, the supply of the real estate market, although there were positive changes, was still quite limited. The structure of housing products was mostly concentrated in the middle and high-end housing segment, housing for low-income people was lacking, and the structure of affordable real estate products gradually decreased.
In the third quarter, real estate prices in some localities still tended to increase, especially in Hanoi, Ho Chi Minh City and large cities... The supply of real estate and housing to meet the needs of the majority of people, low-income and middle-income earners in urban areas, especially Hanoi and Ho Chi Minh City, is still lacking.

Some localities and regions have the phenomenon of auctioning land use rights with the winning bid being many times higher than the starting price, and then the deposit can be "abandoned" after winning the land auction with the aim of establishing a virtual price level in the area to make a profit...
According to the Ministry of Construction, the increase in real estate prices is partly due to recent fluctuations in land-related costs, as well as the impact of applying new calculation methods and land price tables.
The report of the Ministry of Construction stated that the mechanisms, policies and preferential credit sources for investors in social housing projects are not attractive enough. The capital sources for investment in social housing construction from the budget are still limited. The procedures for purchasing, leasing and renting social housing are still complicated, especially the confirmation of documents proving housing conditions, income and residence.
Need to solve the situation of creating virtual prices and price inflation
According to Deputy Minister of Planning and Investment Nguyen Duc Tam, if the real estate market is unblocked, it can create growth momentum for about 60 related industries and professions.
Two local contents that need to be implemented soon are approving the planning and housing development program to implement housing projects in the area; preparing to implement the National Assembly's resolution on piloting policies and mechanisms to remove difficulties and obstacles for projects and land in inspection, examination and judgment conclusions.
According to Deputy Minister of Natural Resources and Environment Le Minh Ngan, to cool down the real estate market, there needs to be a comprehensive solution to increase both supply and demand for construction administrative procedures, preferential credit, raw material prices, etc., not just land price policies. Mr. Ngan also proposed to address the phenomenon of creating virtual prices, inflating prices, and auctioning land many times higher than the starting price for profiteering.
Meanwhile, Deputy Governor of the State Bank Dao Minh Tu said that banks and real estate businesses must meet according to the principle of "harmonized benefits and shared risks" to unblock the real estate market.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha suggested that the Ministry of Construction coordinate with the Ministry of Home Affairs to study, propose, and consult with ministries, branches, and localities on the plan to arrange and consolidate the Central Steering Committee on housing policy and real estate market with its subcommittees and affiliated interdisciplinary working groups.

The Ministry of Construction proposed that the Steering Committee establish interdisciplinary working groups to inspect the implementation of laws related to housing policies, real estate market, social housing, and targeted housing support in some key localities, such as Hanoi, Ho Chi Minh City, Bac Ninh, etc.
In addition, the Ministry of Construction reviews documents and administrative procedures of social housing construction investment projects, coordinates with ministries, branches and localities to guide enterprises to simultaneously carry out procedures in a single set of documents to reduce time and costs.
Government leaders also emphasized the need to propose new policies and measures that are strong enough to unblock the real estate market.
According to the Deputy Prime Minister, one of the reasons affecting the supply and demand of the real estate market is the problems with projects and land in inspection conclusions and judgments, so localities must urgently review, classify and propose solutions for handling issues under the responsibility and authority of the Central and local governments.
The Deputy Prime Minister assigned the Ministry of Construction to coordinate with the State Bank to compile statistics and report on the credit situation in the real estate sector, assess the impact on the economy, and propose new, strong, and key policies and measures to unblock the real estate market.
