(Dan Tri) - After merging with the Ministry of Transport, the Ministry of Construction is expected to have 23 affiliated units; State management of road, railway, inland waterway, maritime, and civil aviation traffic nationwide.
On February 4, Deputy Prime Minister Tran Hong Ha chaired a meeting to listen to reports and give opinions on the Draft Decree regulating the functions, tasks, powers and organizational structure of the Ministry of Construction (the new Ministry after merging the Ministry of Construction and the Ministry of Transport).
Minister of Transport Tran Hong Minh said that the Ministry of Construction and the Ministry of Transport have met and agreed on the content of the Draft Decree regulating the functions, tasks, powers and organizational structure of the Ministry of Construction (Draft Decree).
Accordingly, the draft Decree fully and clearly stipulates the functions, tasks, powers and responsibilities of the Ministry of Construction in State management, without omitting any tasks or management contents, without duplication or overlap with other ministries and branches; ensuring smooth management from the central to local levels.
According to the draft Decree, the Ministry of Construction will be a Government agency performing the State management function on: Construction planning, architecture; construction investment activities; urban development; urban and rural technical infrastructure; housing; offices; real estate market; construction materials.
This will also be the State management unit for road, railway, inland waterway, maritime, and civil aviation transport nationwide...
The Ministry of Construction is expected to have 23 units and affiliated units (compared to 42 units and affiliated units of the two Ministries of Construction and Transport before the merger). The organizational structure ensures "refined, compact, strong, efficient, effective and efficient", ensuring the principle that one agency or unit can perform many tasks and one task is assigned to only one agency or unit to preside over and take responsibility.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha highly appreciated the proactive and positive spirit of the two Ministries of Construction and Transport, along with the support of the Ministry of Home Affairs and the Ministry of Justice in the process of developing the Draft Decree.
The Deputy Prime Minister emphasized that the organizational principles of the Ministry of Construction must be scientific, creative, and suitable to reality, based on the positions, functions, and tasks assigned very specifically in the latest legal regulations; updating practical issues that exist but have not been regulated by law; clearly demarcating with other ministries and branches...
Besides, the Deputy Prime Minister thoroughly understood the mindset that whatever the locality can do, it should be decentralized and delegated to the maximum.
Regarding some specific contents, the Deputy Prime Minister noted that the functions and tasks of managing architecture and construction in urban and rural areas need to go together "like a shadow", with clear processes and standards...
The Deputy Prime Minister also requested that digital transformation and green transformation must be reflected in all functions, tasks, and management areas of the Ministry of Construction. Accordingly, in digital transformation, it is necessary to focus on infrastructure, databases, digital trading floors, etc.; in green transformation, it is necessary to focus on infrastructure, urban ecosystems, means of transport, etc.
Some areas such as maritime, inland waterways, roads, etc. need to separate state management activities from public service providers, as well as enterprises.
The Deputy Prime Minister requested the leaders of the Ministry of Construction and the Ministry of Transport to promptly absorb and complete the Draft Decree, submit it to the Government for consideration so that it can be issued and take effect immediately after the National Assembly issues a resolution deciding to establish the Ministry of Construction (the new Ministry after merging the Ministry of Construction and the Ministry of Transport).
