The National Center for Hydro-Meteorological Forecasting said that at 7:00 p.m. on July 16, the center of storm No. 1 was located at approximately 19.5 degrees north latitude; 114.6 degrees east longitude, 470 km east-southeast of Leizhou Peninsula (China). The strongest wind near the center of the storm was level 11 (103 - 117 km/h), gusting to level 14.

Storm No. 1 is forecast to continue moving mainly in the west-northwest direction, traveling about 15 km per hour and is likely to strengthen.
URGENT: Storm No. 1 (Storm Talim) is forecast to have level 15 winds, heading towards the North.
At 7:00 p.m. on July 17, storm No. 1 was at about 20.5 degrees north latitude - 110.8 degrees east longitude in the sea west of Loi Chau peninsula, about 330 km from Mong Cai (Quang Ninh), about 390 km east - southeast of Hai Phong, traveling 15 - 20 km per hour. The strongest wind near the storm center was level 12, gusting to level 15.
At around 7pm on July 18, storm No. 1 was active on land in the northeastern region of the North. The strongest wind near the storm's center was at level 8, gusting to level 10, moving 15-20 km per hour and gradually weakening.
Due to the influence of storm No. 1, the northern sea area of the North East Sea has strong winds of level 7 - level 8, the area near the storm center has strong winds of level 9 - level 10, then increases to level 11 - level 12, gusts of level 15; the sea is very rough.
From the afternoon and evening of July 17, the northern Gulf of Tonkin (including Bach Long Vi and Co To islands) will gradually increase to level 6 - level 7, then increase to level 8 - level 9, near the storm center level 10 - level 12, gusting to level 15.
On land, from early morning on July 18, coastal areas from Quang Ninh to Nam Dinh will have winds gradually increasing to level 6 - level 7, then increasing to level 8, areas near the storm center will have winds of level 9 - level 10, gusting to level 13; areas deep inland in the northeast will have strong winds of level 6 - level 7, gusting to level 9.
Storm No. 1 is expected to cause very heavy rain in the North.
Notably, from the night of July 17 to 20, in the Northern region, there will be heavy to very heavy rain with common rainfall of 200 - 400 mm, locally over 500 mm. Thanh Hoa and Nghe An provinces will have moderate to heavy rain, in some places very heavy rain of 100 - 200 mm, locally over 300 mm.
Heavy rains occurred after many consecutive days of thunderstorms and hot weather recently, combined with rain in the coming days, causing the risk of flash floods and landslides to increase from July 18 in the Northern region, with high risks in the provinces of Lang Son, Cao Bang, Ha Giang, Lao Cai, and Yen Bai.
The meteorological agency noted that specific landslide and flash flood locations are often difficult to warn of. Therefore, the meteorological agency recommended that the National Steering Committee for Natural Disaster Prevention and Control direct local emergency forces to regularly check vulnerable landslide-prone areas in the area to notify households to take precautions.
