Ho Chi Minh City is the largest city in the country in terms of population and economy, contributing significantly to the country's GDP growth and the national budget. The development of Ho Chi Minh City has a positive spillover effect on localities in the Southern Key Economic Zone as well as the whole country.
However, the socio-economic development results in the first quarter of 2023 of Ho Chi Minh City were not as expected when GRDP reached only 0.7%, much lower than the national average. The slowing growth rate has somewhat reduced the leading role of Ho Chi Minh City.
It is forecasted that in the second quarter of 2023 and the following quarters, Ho Chi Minh City's economy will continue to face many unpredictable difficulties and challenges.
To revive Ho Chi Minh City's economy from the "big loss" in the first quarter, as Ho Chi Minh City Party Secretary Nguyen Van Nen said, in addition to the efforts of each industry and sector, the city really needs support from the central government, ministries and sectors in removing institutional obstacles, allowing the piloting of strong enough mechanisms and policies.
The draft Resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City (replacing Resolution 54/2017) will be submitted to the National Assembly at the 5th session of the 15th National Assembly scheduled to open on May 22. It is expected to create momentum and wings for the city to develop breakthroughs, spreading to the region and the whole country.
