The 2024 storm season is coming later than many years, so the situation is still potentially complicated in the last months of the year. Ensuring safety for boats is still a concern for provinces and related units, especially during major storms.
Fishing boats of Sam Son and Quang Xuong districts are arranged to anchor at Lach Hoi storm shelter every time there is a storm.
Storm No. 3 in early September was forecast to be the strongest in the past 30 years. When the storm first entered the East Sea and was still quite far from Vietnam's waters, Thanh Hoa had 8 telegrams and instructions to deploy response solutions. In particular, the border guards and local authorities coordinated to call on ships to take shelter. Coastal information stations were also directed to continuously report on the storm's developments, announce dangerous areas and the fastest escape route, and at the same time call on vehicles to quickly return to shelters. On shore, the management boards of ports, shelters and localities also actively participated in arranging safe anchorages.
For many years, whenever there is a storm, the Lach Hoi boat shelter in Quang Tien ward (Sam Son city) becomes bustling. Hundreds of vehicles after docking at the fishing port to transfer seafood to shore are asked by the border guards and officers of the Thanh Hoa Fishing Port Management Board to move to the shelter early. There are always officers on duty here to guide where to dock as well as request to tie them to avoid collisions, and cut off the power system to prevent fire and explosion.
Mr. Le Van Han, Officer in charge of Thanh Hoa Fishing Port, said: Every time there is a storm, the Fishing Port Management Board closely coordinates with the border guards and the authorities of the wards and communes of Sam Son City in arranging and arranging safe anchorages. Usually, when docking, we let the fishing boats dock at the fishing port, request to quickly unload seafood, and then request to take shelter immediately. Currently, Sam Son City has 157 seafood fishing vessels with a length of 15m or more, and every time there is a storm, they are arranged to take shelter at Lach Hoi port. The port has a capacity of up to 700 boats, so it also receives boats from Hoang Hoa district and other provinces to take shelter promptly when there is a storm.
The most important force is the border guards, assigned to the task of communication, calling ships to return to port when there are storms, floods, and unsafe natural disasters. Coastal border posts are still organizing on duty and preparing plans according to the tasks assigned by the province and the Provincial Border Guard Command.
One of the most active and effective units is the Sam Son Border Guard Station, which is responsible for managing and protecting the security of the coastal border in 14 communes and wards of Sam Son City and Quang Xuong District. This area has a coastline of 29.5km, 2 estuaries with nearly 2,700 ships and boats. According to Major Truong Chi Cuong, Deputy Head of the Sam Son Border Guard Station, during each storm, the unit always updates the situation, receives the fastest dispatches from the province and instructions from the Provincial Border Guard Command to convey to fishermen at sea. At the same time, it quickly calls for and maintains continuous contact through the communication system. On shore, officers and soldiers of the unit are mobilized to the maximum force, participating in supporting fishermen in anchoring their boats. Fishing boats in Sam Son City and Quang Xuong District have a plan to anchor at Lach Hoi storm shelter and Ly River in Quang Thach Commune, Quang Xuong District when there is a big storm.
According to the report from the Department of Agriculture and Rural Development of Thanh Hoa, there are currently 8 fishing ports in the province, of which: 3 fishing ports have been announced by the Provincial People's Committee as type II fishing ports, including: Hoa Loc Fishing Port, Lach Hoi Fishing Port and Lach Bang Fishing Port; 4 fishing ports are managed by the District People's Committee, including: Hoang Phu Fishing Port, Hoang Truong Fishing Port, Quang Nham Fishing Port, Hai Chau Fishing Port mainly serving fishing vessels exploiting coastal and offshore waters, of which Hai Chau Fishing Port has been announced by the District People's Committee as type III fishing port. In addition, there is also Hon Me Fishing Port in the province, but it mainly serves national defense.
Each of the above fishing ports can accommodate 390 to 450 fishing vessels with a maximum capacity of 300 to 400CV/vessel; simultaneously receiving 48 to 75 fishing vessels over 15m to anchor and load seafood. During the monsoon season or minor natural disasters, vessels can temporarily take shelter at fishing ports. However, when there is a big storm, the province's vehicles are required to enter the storm shelters to ensure safety. Currently, Thanh Hoa has invested in 4 announced storm shelters, of which 3 are provincial-level and Lach Hoi is regional-level. The anchorages have so far met the needs of 2,084 fishing vessels to safely anchor. Of which, Lach Truong storm shelter for fishing vessels in Hau Loc district can safely anchor 264 fishing vessels with a capacity of up to 400CV. Lach Hoi storm shelter anchorage in Sam Son city is a safe anchorage for 700 fishing boats with a capacity of up to 400CV. Lach Bang storm shelter anchorage in Nghi Son town is a shelter for 800 fishing boats with a capacity of up to 400CV. The storm shelter anchorage for fishing boats at Ly river mouth in Quang Xuong district has a capacity of 320 fishing boats with a capacity of up to 400CV. All are playing their role, becoming a safe "home" for more than 6,100 fishing boats of Thanh Hoa province.
