On June 14, the Supervisory Delegation of the Provincial People's Council's Legal Committee worked with the Department of Natural Resources and Environment, the Department of Education and Training, and the Department of Labor, War Invalids and Social Affairs on resolving voters' opinions and recommendations, and resolving citizens' petitions, complaints and denunciations in 2022. In the past time, the Departments of Natural Resources and Environment, Education and Training, Labor - Invalids and Social Affairs have directed the effective implementation of handling voters' opinions and recommendations, handling complaints and denunciations of organizations and individuals according to their functions and authority; promptly inspecting, verifying, handling and resolving in accordance with legal regulations. In 2022, the Department of Natural Resources and Environment received and resolved 29/29 voters' opinions and recommendations, mainly related to the land sector; received 75 petitions, of which 12 were within its jurisdiction, and 63 were not within its jurisdiction.

The Department of Education and Training received 5 opinions and recommendations from voters related to the organization of teaching English and Information Technology according to the universal education program; investment in boarding houses, development of boarding policies for students; shortage of teachers and teaching equipment. The opinions and recommendations were answered and resolved according to regulations; received 16 petitions, of which 3 were under the authority to handle, conducted inspection, verification and resolution according to regulations.

The Department of Labor, War Invalids and Social Affairs received and responded to 11 opinions and recommendations from voters, regarding the allocation of funds to implement the Project to eliminate temporary and dilapidated houses, vocational training, and late payment of social insurance for workers. 17 petitions were received and 12 petitions were resolved.

At the working session, members of the monitoring delegation gave their opinions on resolving voters' opinions and recommendations, handling complaints and denunciations; especially complicated and prolonged complaints, the main reason being that land management in the area in previous years was not strict, determining the origin of land was not correct, leading to difficulties in disputes, recovery and clearance; policies and laws on land often change, so the investigation and verification work takes a long time, leading to some cases being resolved beyond the prescribed time limit. The qualifications and capacity of some civil servants working in receiving citizens and handling complaints are still limited. Some people do not understand correctly and fully their rights and obligations. Coordination in receiving citizens, monitoring and handling citizens' complaints on some cases is not consistent and close; the work of receiving citizens, monitoring and handling citizens' complaints on some cases is not consistent and close.

Management work in the field of land; organizational work, personnel work; completing the software system "National database on complaints and denunciations" to ensure ease of use, exploitation of information and data to serve the work resolution... Merging nursing homes, care for people with meritorious services and subjects.

Head of the Provincial People's Council's Legal Committee Nong Van Tuan suggested that departments need to review unresolved opinions, continue to coordinate with departments and branches to thoroughly resolve a number of cases, especially paying attention to resolving voters' opinions on the pesticide warehouse in Group 9, Tan Giang Ward (City); environmental and land issues; granting land use right certificates; site clearance and resettlement of vocational schools... However, some legitimate opinions and recommendations of local voters have not been resolved promptly, the level of attention to resolving voters' opinions and recommendations at some departments is sometimes not continuous, slow and prolonged. Regarding public reception, it is necessary to comply with the provisions of the law.

The opinions and recommendations of the departments and monitoring teams will be compiled and transferred to competent authorities for settlement in accordance with the correct procedures, authority, empathy, reasonableness, and legal regulations.
