Lesson 1: Appropriate strategic redirection

The Ninh Thuan nuclear power project was approved by the National Assembly in its investment policy in Resolution No. 41/2009/QH12 dated November 25, 2009, consisting of 2 plants, each with 2 generators to supply electricity to the national power system, contributing to the socio-economic development of the country and the province.

Accordingly, Ninh Thuan 1 Nuclear Power Plant is located in Phuoc Dinh commune (Thuan Nam) and Ninh Thuan 2 Nuclear Power Plant is located in Vinh Hai commune (Ninh Hai), with a total construction area of ​​2 plants of about 1,642.22 hectares; the project affects and impacts nearly 4,000 people/1,100 households.

After having the policy to invest in the nuclear power project, Ninh Thuan province hired foreign consultants to develop the master plan for socio-economic development of the province until 2020, which was approved by the Prime Minister in Decision No. 1222/QD-TTg dated July 22, 2011, accordingly, the socio-economic development strategy was determined based on 6 priority pillars of development: Energy; tourism; agriculture, forestry and fishery; processing industry; construction and real estate business; education and training. This plan was built on the development axis of 2 nuclear power plants; the positive impacts of the nuclear power project were all assessed and included in the master plan for socio-economic development of the province until 2020. According to calculations, the implementation of the project of 2 nuclear power plants will greatly contribute to the socio-economic development of the province; The province's growth rate has reached over 11% continuously for 10 years; total social investment capital has reached over 160,000 billion VND... However, on November 26, 2016, the National Assembly issued Resolution No. 31/2016/QH14 to stop implementing the investment policy for the Ninh Thuan nuclear power project; this policy has greatly impacted the orientation, strategy and socio-economic development plan, changing the growth scenarios and socio-economic development of the province and raising many issues that need to be focused on solving.

Faced with that situation, the province has determined to shift its strategy from mainly relying on the main development axis of nuclear power to developing and effectively exploiting the province's potentials and strengths in renewable energy, marine economy, high-tech agriculture, tourism, etc., associated with focusing on promoting economic restructuring and restructuring in each industry and field to create new driving forces, improve productivity, efficiency and competitiveness of the economy; focusing on developing wind power and solar power projects, alternative power projects to replace nuclear power plants and building Ninh Thuan into a renewable energy center of the country has created a new driving force for breakthroughs and economic development of the province; at the same time, the Government proposed and issued Resolution No. 115/NQ-CP on implementing a number of specific mechanisms and policies to support Ninh Thuan province in developing

socio-economic development, production stabilization, and people's lives in the period of 2018-2023; this is a resolution of great significance to the development of the province in many aspects.

Through implementation, it can be affirmed that the above strategic shift is correct, in line with the trend, close to the situation of the province, turning difficulties and challenges into development motivation and contributing significantly and decisively to bring about impressive results in socio-economic development of the province in the past time and creating a solid foundation for the following years. By the end of 2024, the whole province has put into commercial operation (COD) 57 projects with a total capacity of 3,749.942 MW; the total annual electricity output to the national power system is estimated at 8.7 billion kWh, accounting for 6.69% of the total electricity output of renewable energy nationwide (130 billion kWh). In 2024, the energy sector, renewable energy accounts for 17.2% of GRDP, contributing greatly to the overall growth of the province and contributing 1,163 billion VND/4,849 billion VND in total budget revenue in the province; creating jobs for about 18,505 workers in the province. Bringing Ninh Thuan from a locality with difficulties in socio-economic development to now be in the group of provinces with the highest GRDP growth rate in the country; in 2024, the economy grew by 8.74%, ranking 4th out of 14 provinces in the region and 16/63 provinces and cities; the scale of the economy was significantly expanded, increasing more than 1.7 times compared to the beginning of the term; GRDP per capita by the end of 2024 reached 98.2 million VND, rapidly narrowing the gap compared to the whole country and the region. Essential inter-regional, connecting, and multi-purpose interconnecting infrastructure is focused on investment. Culture, society, environment, public health care, care for policy beneficiaries... have made much progress. National defense and security continue to be strengthened. The work of building the Party and the political system has achieved positive results.
