Implementing the Government's directive, Ninh Thuan has set out the motto for action in 2025: "Solidarity, discipline, proactiveness, creativity, efficiency, and breakthrough acceleration". This motto not only demonstrates the determination of the administrative apparatus but also serves as a guideline for all socio-economic development activities of the province. These efforts have brought positive signals in the first quarter of 2025. The evidence is that the gross domestic product (GRDP) is estimated at VND 6,303 billion, up 8.5% over the same period. Along with that is the impressive growth in state budget revenue (up 43.2%) and the number of new jobs created (up 17.9%). Key sectors such as trade, tourism, energy and industry all recorded encouraging growth, showing that policies to support and improve the investment environment are on the right track.
Recognizing the key role of the business community in the province's development, the Provincial People's Committee has identified the removal of difficulties and obstacles for businesses as one of the key, breakthrough tasks in 2025. The plan to organize meetings and dialogues with businesses periodically every month, quarter, year and by topic has been seriously implemented. At the dialogue in the first quarter of 2025, the large participation of businesses showed that the need to be listened to and supported is very large. Many issues were directly answered by departments, branches and sectors, or recorded for timely handling, demonstrating the companionship and high responsibility of the provincial government. Ninh Thuan's efforts to reform the investment environment have received positive feedback from the business community itself. Mr. Le Vy, Director of Hoa Sen Company Limited, said: I find the improvement of the province's investment environment very good. After a period of submitting documents, I received the investment decision without going through other intermediary departments. The application is publicly available at the portal. I see that the efforts of leaders at all levels in improving the investment environment are great.
However, besides the positive signals, Ninh Thuan is also facing some difficulties and problems that need to be solved. The case of Bien Dong Jumping Squid Company, a pioneer in the field of marine farming, shows the need for flexible support policies that are suitable for the characteristics of each industry. Mr. Nguyen Ba Ngoc, Director of Bien Dong Jumping Squid Company said: If I had not chosen Ninh Thuan to invest, I would certainly not have had the success I have today. Right from the first day of establishment, I encountered changes in the law of the marine farming industry. We were fortunate to receive the province's support in supporting paperwork related to the project as well as the province's flexible policies for marine farming. Up to now, the province has also had a plan for the marine farming industry. However, I think the water surface rental price of 7.5 million VND/ha is too high. If the land is allocated stably, the enterprise will feel more secure in doing business.
Comrade Nguyen Thanh Phu, Director of the Department of Finance, said: Since the beginning of the year, the province has had 116 newly established enterprises with a total capital of VND512.7 billion, an increase of 18.4% in the number of enterprises, bringing the total number of enterprises operating in the province to 4,734 with a total registered capital of VND96,520 billion. Investment attraction work for economic sectors continues to be innovated; proactively attracting and inviting strategic investors to key projects, driving forces, secondary projects in industrial zones and clusters; the province's key and breakthrough advantages. Since the beginning of the year, the province has also issued investment policy decisions and adjusted investment policies for 23 projects with a total capital of VND241.7 billion.
In order to continue improving the investment environment and creating favorable conditions for enterprises to develop production and business, the Provincial People's Committee requires the heads of departments, branches and localities to take responsibility for any congestion or delay in handling administrative procedures. Departments, branches and localities need to promptly review and resolve difficulties and recommendations of enterprises, and at the same time provide timely guidance and information to enterprises, especially for specific recommendations of enterprises, issues related to land lease and infrastructure in industrial parks and industrial clusters. With the spirit of openness and implementing the motto of always accompanying and supporting enterprises, the Provincial People's Committee commits to continue directing specialized agencies to research, proactively resolve according to their authority or advise and propose, report to competent authorities for consideration and resolution, ensuring the provisions of law, in order to create the most favorable conditions for enterprises to develop, promote production and business, and accelerate the progress of project implementation.
With the sincerity, sense of responsibility and specific actions of the provincial leaders, along with the companionship and sharing of the business community, the premises are being created for Ninh Thuan to realize the double-digit growth target in 2025 and rise to become an attractive and trustworthy investment destination in the coming time.
