Beijing proposes 5-point solution, Moscow tries to protect Tehran

On March 14, senior diplomats from China, Iran and Russia concluded a meeting on nuclear issues in Beijing with the issuance of a joint statement.

The meeting was chaired by Chinese Vice Foreign Minister Ma Zhaoxu, with the participation of his counterparts Sergei Ryabkov (Russia) and Kazem Gharibabadi (Iran).

In the joint statement, the three countries affirmed that dialogue based on mutual respect is the most effective and feasible way to resolve disagreements, and called on relevant parties to abandon sanctions, pressure or threats to use force and to address the root causes of the current situation.

In addition, the three deputy ministers also emphasized the importance of United Nations Security Council Resolution 2231, calling on relevant parties to avoid actions that escalate tensions and instead facilitate diplomatic dialogue.

Russia, China and Iran affirmed their commitment to the Nuclear Non-Proliferation Treaty (NPT), considering it the foundation of the international nuclear arms control system.

Moscow and Beijing welcomed Tehran's reaffirmation of the peaceful nature of its nuclear program, along with its commitment not to develop weapons of mass destruction, as well as its continued cooperation with the International Atomic Energy Agency (IAEA).

The three countries stressed the need to respect Iran's right to use nuclear energy for peaceful purposes, and said that all countries should avoid actions that hinder the IAEA from performing its tasks objectively and fairly. The three countries agreed to continue to maintain communication and cooperation in the future.

In addition to the above issues, the three deputy foreign ministers also exchanged views on regional and international issues of mutual concern, affirming their desire to promote stability and peace in the international arena.

According to Xinhua News Agency , during a meeting with the deputy foreign ministers of Russia and Iran on the same day, Chinese Foreign Minister Wang Yi proposed five points to properly resolve Tehran's nuclear issue.

Specifically, it is necessary to persevere in peacefully resolving disputes through political and diplomatic measures; commit to balancing rights and responsibilities, implementing a comprehensive approach to the goals of nuclear non-proliferation and the peaceful use of nuclear energy; continue to commit to using the framework of the Joint Comprehensive Plan of Action (JCPOA) as the basis for a new consensus; commit to promoting cooperation through dialogue and opposing pressure from the UN Security Council to intervene; commit to implementing a step-by-step, reciprocal approach and seeking consensus through consultation.

On Russia's side, the Kremlin declared that it is necessary to lift illegal Western sanctions against Iran related to its nuclear program because Tehran has never expressed any intention to develop nuclear weapons.

In addition, the Islamic Republic has every right to develop a civilian nuclear energy program and Moscow is supporting Tehran in this process. He stressed that efforts to find a diplomatic solution must continue.
