According to the National Center for Hydro-Meteorological Forecasting, on the night of October 30 and early morning of October 31, the area from Ha Tinh to Quang Ngai will have scattered showers and thunderstorms, with some areas having heavy to very heavy rain; in particular, the areas of Thua Thien-Hue and Da Nang will have moderate to heavy rain, with some places having very heavy rain.
Rainfall from 7:00 p.m. on October 30 to 3:00 a.m. on October 31 was locally over 60mm in some places, such as Bach Ma (Thua Thien-Hue) 135mm, Hoa Hiep Bac ward (Da Nang) 63.4mm, etc. Soil moisture models show that some areas in the above provinces are nearly saturated (over 85%) or have reached saturation.
On October 31, the area from Quang Tri to Quang Ngai will have rain, moderate rain and thunderstorms, locally heavy to very heavy rain with rainfall from 10-30mm, some places over 80mm; in thunderstorms there is a possibility of tornadoes, lightning and strong gusts of wind.
The meteorological agency warned that recently, in mountainous areas from Ha Tinh to Da Nang, there has been continuous heavy rain, the soil and rocks have been saturated, floods on rivers have receded but there is still a high risk of landslides even when the rain has decreased.
On October 31, the provinces and cities of Ha Tinh, Quang Binh, Quang Tri, Thua Thien-Hue, and Da Nang need to be on guard against the risk of flash floods on small rivers and streams, and landslides on steep slopes in many districts of Cam Xuyen, Ky Anh, Ky Anh town (Ha Tinh); Le Thuy (Quang Binh); Da Krong, Hai Lang, Trieu Phong, Quang Tri town (Quang Tri); A Luoi, Nam Dong, Phong Dien, Phu Loc, Hue city, Huong Thuy, Huong Tra towns (Thua Thien-Hue); Hoa Vang, Cam Le, Lien Chieu, Ngu Hanh Son, Son Tra (Da Nang).
At sea, day and night of October 31, the sea area northeast of the North East Sea has strong northeast wind level 8-10, gusting to level 12; waves from 5-7m high; very rough seas. The sea area south of the area between the East Sea and the north of the South East Sea (including Truong Sa sea area) has southwest wind level 5, sometimes level 6, gusting to level 7-8; waves from 2-3m high; rough seas; the wind gradually decreases at night.
In addition, on the day and night of October 31, the eastern sea area of the North and Central East Sea, the sea area from Quang Tri to Binh Dinh will have scattered showers and thunderstorms; during thunderstorms, there is a possibility of tornadoes and strong gusts of wind of level 7-8. All vessels operating in the above areas are at high risk of being affected by tornadoes, strong winds and large waves.
