By 2030, Ba Ria - Vung Tau aims to become a centrally-governed city with economic pillars including industry, seaports and logistics, tourism and urban areas, and services.
The content is stated in the Resolution on planning for Ba Ria - Vung Tau province for the period 2021-2030, with a vision to 2050, approved by the Provincial People's Council at a thematic session on the afternoon of May 31. The locality has an area of over 1,982 km2, with 8 administrative units, including two provincial cities, one town and 5 districts. The population is nearly 1.2 million people (in 2022).
According to the resolution, by 2025, the province will have 13 urban areas, of which Vung Tau will be a type I urban area, Ba Ria City and Phu My Town will be type II urban areas, and Long Hai Town will be a type IV urban area. By 2030, Ba Ria - Vung Tau will meet the criteria to become a type I urban area of a centrally-run city.

In the future, Ba Ria - Vung Tau is identified as one of the important development drivers of the Southeast region, among the top 10 localities with the highest gross regional domestic product (GRDP), highest budget revenue in the country and the national marine economic center.
The resolution also sets out specific targets for 2030, with GRDP of Ba Ria - Vung Tau province increasing by 8.1-8.6% per year; average income per capita at this stage reaching about 18,000-18,500 USD per year; strongly developing the marine economy (excluding oil and gas) accounting for about 75% of GRDP; population size of more than 1.4 million people. By 2050, GRDP will increase by 6.5-7% per year; average income per capita will reach 55,000-58,000 USD.
A centrally-governed city is an administrative unit equivalent to a province, under the central government. Currently, the country has 5 centrally-governed cities: Hanoi, Ho Chi Minh City, Hai Phong, Da Nang, and Can Tho.

An urban area to become a centrally-governed city must meet 5 criteria stipulated in Resolution 1211 of the National Assembly Standing Committee on the classification of administrative units, such as: population size of 1.5 million people or more; natural area of 1,500 km2 or more; socio-economic development structure and level meeting regulations, in which the average economic growth rate in the last 3 years reaches the national average; the proportion of industry, construction and services in the economic structure reaches 90%...
Recently, Khanh Hoa and Thua Thien - Hue provinces have also been oriented to become centrally-governed cities in the coming years.
At today's meeting, the People's Council of Ba Ria - Vung Tau province also unanimously approved resolutions on the investment policy for the road connecting National Highway 55 and National Highway 56 to the Bien Hoa - Vung Tau Expressway with a total estimated investment of nearly 12,000 billion VND. The goal is to create seamless connectivity as soon as this expressway is completed.
In addition, the meeting also approved component projects in the project to upgrade and expand Road 994 with a total estimated investment of about 2,300 billion VND. This route after expansion will be 42 m wide and nearly 100 km long, connecting 5 localities of this province on one axis.
