The working trip of General Secretary and President To Lam to Mongolia, Ireland, to attend the Francophone Summit and to visit France was a great success. The countries gave the Vietnamese delegation a special welcome.
This afternoon, General Secretary and President To Lam and the Vietnamese delegation returned to Hanoi, successfully concluding their visit to Mongolia, Ireland, attending the 19th Francophone Summit and visiting France.
With a busy schedule, General Secretary and President To Lam and his delegation had nearly 80 diverse and rich activities on both bilateral and multilateral levels. There were 22 activities in Mongolia, 18 in Ireland and 36 in France.

Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son said that this is a working trip with many special "firsts": It is the first State visit to Mongolia after 16 years, to Ireland after nearly 30 years of establishing diplomatic relations, to France after 22 years and also the first time the General Secretary and President attends the Francophone Summit.
The Deputy Prime Minister said that the working trip of General Secretary and President To Lam was a great success with outstanding achievements.
The leaders of the States, Governments and National Assemblies of the countries gave General Secretary and President To Lam and his delegation a solemn, sincere, warm and thoughtful welcome with many exceptions, showing the high and special respect of the countries for Vietnam's position and prestige; demonstrating the deep political trust between Vietnam and the countries.
Notably, in the context of France organizing the Francophone Summit with 100 delegations of heads of state, leaders of countries and international organizations in attendance, French President Emmanuel Macron gave General Secretary and President To Lam special attention with reception protocols higher than usual.
Important historical mark
The working trip is a strong step in implementing foreign policy, when our country is facing a new era, an era of rising up of the Vietnamese people.
The working trip of General Secretary and President To Lam created many important historical marks in the relations with the three countries, with three Joint Statements on establishing the Vietnam-Mongolia Comprehensive Partnership, the Vietnam-Ireland Strategic Partnership in the field of higher education, and upgrading the Vietnam-France relationship to a Comprehensive Strategic Partnership.

Vietnam and other parties signed nearly 20 documents, including 7 cooperation documents with Mongolia, 3 cooperation documents with Ireland, and nearly 10 cooperation documents with France.
According to Deputy Prime Minister Bui Thanh Son, there are many potential areas of cooperation, opening up new opportunities for cooperation between Vietnam and other countries.
Notably, the announcement by the General Secretary and President of the opening of the Vietnamese Embassy in Ireland will open a new stage of development in bilateral relations, meeting the expectations of the Vietnamese community in Ireland.
Regarding the important highlight, the Deputy Prime Minister shared that Vietnam and France upgraded their relationship to Comprehensive Strategic Partnership, affirming a breakthrough step. This will be the basis and solid foundation to consolidate political trust between the two countries, bringing the Vietnam - France relationship to an increasingly deeper level, for the benefit of the people of the two countries and for peace and stability in the region and the world.
At the 19th Francophone Summit, the General Secretary and President delivered an important speech, spreading a message of strong support for multilateralism, emphasizing the role of multilateral institutions, including Francophonie.
The General Secretary and President also joined leaders of Francophone countries in adopting the “Villers-Cotterêts Declaration” with a strong commitment to continue promoting multilateralism for peace, friendship, solidarity and sustainable development.

“We have also taken full advantage of this opportunity to promote relations with other countries and international organizations, thereby introducing the great potential for trade and investment cooperation with Vietnam, especially in the fields of science and technology. At the conference, Vietnam was mentioned many times in the discussions and was considered a model of development in the Francophone Community,” said the Deputy Prime Minister.
Leaders of the States and Governments of Francophone countries and international organizations have proactively met and contacted General Secretary and President To Lam to express their desire to cooperate with Vietnam and share experiences.
Deputy Prime Minister Bui Thanh Son emphasized that the outstanding achievements of the working trip once again affirmed the correctness of Vietnam's foreign policy, not only promoting bilateral relations but also demonstrating Vietnam's role and responsibility in international issues.
Regarding the direction in the coming time, the Deputy Prime Minister said that Vietnam and other countries will promote the implementation and concretization of the achieved results.
With Mongolia, it is necessary to implement specific measures to realize the Joint Declaration on Comprehensive Partnership, promote trade exchange, and enhance the exchange of policies and solutions for developing the agricultural sector of both sides.

The two countries will coordinate to remove difficulties in logistics transportation; promote cooperation in research and development of high technology, digital technology, innovation and information and communication; and study the ability to supply and receive labor in industries and fields that the labor markets of both sides need.
With Ireland, relevant agencies of the two countries will discuss and promote cooperation to implement the Joint Statement on strengthening the Vietnam-Ireland partnership, further promoting cooperation in higher education, agriculture and energy, high technology, digital transformation, etc.
With France, relevant ministries, sectors and localities need to promote cooperation in the fields of politics, defense and security cooperation, trade and innovation, sustainable development, self-reliance and promote people-to-people exchange to put the Comprehensive Strategic Partnership into practice.
With the Francophone Community, Vietnam needs to continue to strongly promote economic pillars, especially the digital economy in the Francophone space, while taking advantage of the great potential of the Francophone Community to promote cooperation in trade, investment, agriculture, energy, sustainable tourism, science and technology cooperation, innovation, creativity, and tripartite cooperation to support Africa...
