At the Conference, domestic and foreign partners, businesses and investors had a direct dialogue with provincial leaders, updated information on Long An Provincial Planning for the period 2021-2030, vision 2050, learned about policies, development orientations, thinking, visions, potentials, strengths, opportunities, new development space, socio-economic situation and specific projects of Long An. At the same time, leaders of central ministries and branches gave opinions and suggestions on development orientations, solutions to promote cooperation, and increase investment attraction in the area.
The first locality in the southern region has its planning approved.
Long An is the 10th locality in the country and the first locality in the southern region to have its planning approved, aiming to soon make Long An a dynamic, effective and sustainable economic development center of the southern region.

According to the Plan, the province organizes development space according to the model of "One center - Two corridors - Three socio-economic regions - Six dynamic axes". Of which, 1 center is Tan An city; 2 corridors include: Corridor of Ring Road 3, 4 and the southern development corridor; 3 socio-economic regions include: Urban and industrial region, high-tech agricultural region, tourism and border gate economy, ecological buffer zone; 6 dynamic axes include: Dynamic axis of Ring Road 3, 4, dynamic axis of National Highway 50B, dynamic axis parallel to National Highway 61B, dynamic axis of My Quy Tay - Luong Hoa - Binh Chanh, dynamic axis of National Highway N1 and dynamic axis of Duc Hoa.
The plan sets the goal: "By 2030, Long An province strives to be a center for dynamic, effective and sustainable economic development in the southern region; becoming a gateway on the urban-industrial economic corridor of the Mekong Delta region; closely connected with Ho Chi Minh City and the Southeast region; an important hub for cooperation and trade with Cambodia. Forming economic corridors, regions, development centers and dynamic urban areas; adapting to climate change; ensuring national defense, security, social order and safety. People have a prosperous, civilized and happy life".

According to the General Statistics Office, the province's FDI attraction in 2022 ranked in the top 10 provinces and cities and ranked first in the Mekong Delta region; by the end of June 2023, Long An's FDI attraction rose to 5th place out of 63 provinces and cities nationwide (after Bac Giang, Nghe An, Binh Phuoc, Bac Ninh) and continued to rank first in the Mekong Delta region. Currently, there are nearly 40 countries and territories with investment projects in the province.
At the conference, Long An introduced 13 investment incentive projects including: Long An border gate economic zone; Phu An Thanh industrial park; Viet Phat industrial park; Prodezi industrial park; Khang Thong entertainment complex; Nam Long VCD urban area; Dong Thap Muoi biotechnology center in Long An; Long An port - logistics and warehouse reception area; construction of a food logistics center in Dong Thap Muoi region, Long An province; logistics and service center; development of beef cattle farming in Long An province; investment in production and construction of taro processing factories; dragon fruit processing factory.
At the Conference, Long An province awarded investment policy decisions, investment certificates, and signed cooperation agreements (MOUs) with investors.

Speaking at the Conference, Prime Minister Pham Minh Chinh congratulated and highly appreciated Long An for promptly developing, completing, submitting to the Prime Minister for promulgation and promulgation of the Provincial Planning for the period 2021 - 2030, with a vision to 2050. The Prime Minister stated that only with good planning can there be good programs and projects, and only with good programs and projects can there be good investors.
This is an important event organized to continue to concretize the guidelines, policies and strategies of the Party and State on the development of the Mekong Delta in general and Long An province in particular, most recently Resolution 13-NQ/TW of the Politburo on the direction of socio-economic development, ensuring national defense and security in the Mekong Delta until 2030, with a vision to 2045.
Vietnam's business investment environment increased by 12 ranks.
Taking time to provide an overview of Vietnam's development foundations, socio-economic situation and business investment environment, the Prime Minister said that Vietnam develops based on three pillars (building a socialist democracy, a socialist rule-of-law state and a socialist-oriented market economy); taking people as the center, the subject, the goal and the driving force of development; implementing an independent, autonomous, diversified, multilateral foreign policy, being a friend, a reliable partner and a responsible member of the international community; building an independent, autonomous economy associated with proactive, active, deep, substantive and effective international integration; implementing the "four no's" defense policy: not participating in military alliances, not allying with one country to fight another, not allowing foreign countries to set up military bases or use territory to fight against other countries, not using force or threatening to use force in international relations.

The world situation has recently continued to evolve rapidly and complicatedly, including unprecedented issues that have exceeded forecasts, greatly impacting and influencing the Vietnamese economy, especially the export market, trade, investment, finance, currency, exchange rate, interest rate... These impacts and influences are even more severe because Vietnam is a developing country, the economy is in the process of transformation, the economic scale is still modest but the openness is large, while the resilience and competitiveness are still limited.
Faced with such a difficult situation, the Party and State of Vietnam have directed all levels, sectors and localities to focus on removing difficulties for production and business, promoting socio-economic recovery and development.
Implementing the Central Committee's Conclusion, the National Assembly and the Government have promptly issued and resolutely implemented many mechanisms, policies and solutions to remove difficulties and obstacles in practice, creating favorable conditions for people and businesses. In the first 6 months of 2023, the Government submitted to the National Assembly 9 laws, the Government issued 44 decrees and 106 resolutions in the direction of promoting decentralization, delegation of authority, and removing obstacles...
The Government has established 5 working groups to urge the disbursement of public investment capital and 26 working groups led by Government members to inspect and directly remove difficulties and obstacles in localities (of which 300/1,000 petitions have been handled and the remaining 700 petitions are being considered and handled).
The Government and the Prime Minister organized many meetings, conferences, foreign affairs activities, and consulted with experts, scientists, businesses, and domestic and international investors. At the same time, they continued to organize conferences to deploy the Government's Action Program to implement the Politburo's resolutions on the 6 socio-economic regions nationwide, in conjunction with organizing regional and local investment promotion conferences.
With the efforts of the entire Party, the entire army and the entire people, the socio-economic situation continued to recover positively every month and every quarter; achieving the set general goals. The macro-economy was maintained stable; inflation was controlled; growth was promoted; major balances of the economy, social security, and people's lives were ensured; politics and society were stable; national defense and security were strengthened; foreign affairs and international integration were promoted; a peaceful and stable environment for national development was maintained, contributing to consolidating and strengthening people's trust in the Party and the State.
In particular, the business investment environment continues to improve, with Vietnam rising 12 places in the global business environment rankings (according to the May 2023 report of the EIU - Economist Intelligence Unit).
In addition to the basic results achieved, the economy still has limitations, shortcomings and continues to face many difficulties and challenges that agencies need to address. Policy responses of some ministries and agencies have not been timely; implementation in some localities has not been drastic, strong and effective; administrative procedures are sometimes cumbersome and complicated; a number of officials avoid and shirk responsibility.

Regarding lessons learned , the Prime Minister stated that it is necessary to closely follow the situation, respond to policies promptly and organize effective implementation; strengthen discipline and order in the spirit of saying and doing, committing to doing; doing and implementing must have measurable and verifiable products; finishing a job; further promoting decentralization and delegation of authority in conjunction with appropriate resource allocation and strengthening inspection, supervision and control of power; maintaining political will, self-confidence, not being perfectionist, not being hasty; not being optimistic when things are favorable; not being pessimistic when things are difficult; promoting the spirit of daring to speak, daring to do, daring to take responsibility for the common good; eliminating the mindset of waiting and relying on others; strictly handling the act of shirking, avoiding and fearing responsibility.
The Prime Minister affirmed that in the coming time, Vietnam will continue to adhere to the policies and guidelines set out and resolutely, proactively, flexibly and effectively implement tasks and solutions to remove difficulties for production and business, promote growth drivers (consumption, investment, export) associated with controlling inflation, stabilizing the macro-economy, ensuring major balances of the economy, ensuring social security and people's lives; in which special attention will be paid to continuing to improve the investment and business environment, attracting internal and external resources for national development. For example, regarding the corporate bond market, the Prime Minister said that Vietnam has recently put the system of individual corporate bonds into trading.

Long An needs to turn potential into development resources
Regarding the potential and strengths of Long An province, the Prime Minister basically agreed with the opinions of the delegates and emphasized that Long An is a sacred land with talented people. In every period, Long An people have made important contributions to the cause of protecting and developing the country; has a heroic historical tradition; has many innovations; is a place where many cultural regions converge and intersect; is a connecting center between the Southeast and the Southwest, the economic corridor from North to South, the East-West economic corridor and the coastal economic corridor; has more experience and potential after more than 35 years of innovation.
Thus, Long An converges many distinct potentials, outstanding opportunities, competitive advantages for rapid and sustainable socio-economic development, is an attractive destination for domestic and international investors, creating development momentum not only for Long An, but also spreading to the Mekong Delta region and the whole country.

Long An needs to promote its traditions, turn its potential into development resources in the spirit of "resources originating from thinking, motivation originating from innovation, strength originating from the people"; resolve the conflicts, challenges, shortcomings, and weaknesses that the Provincial Planning has raised; promote the advantages of a connecting center; maximize the different potentials, outstanding opportunities, competitive advantages, self-reliance, self-reliance from its own internal strength (including people, nature, and historical and cultural traditions), from its own hands, minds, sky, land, and border gates; focus on improving the investment and business environment.
Urgently and resolutely implement the Provincial Planning
Regarding the key tasks and solutions in the coming time, first of all, the Prime Minister requested Long An province to urgently, resolutely, synchronously and effectively implement the Provincial Planning, especially the sectors and fields that are the province's potential and advantages.
In particular, the Prime Minister especially emphasized two important contents: (i) Prioritizing the allocation of resources to organize the synchronous and effective implementation of development space according to the model "One center - Two corridors - Three socio-economic regions - Six dynamic axes"; (ii) focusing on coordination and unified management, ensuring connectivity, synchronization, unity, efficiency and sustainable development with a long-term vision, overall development orientation, maximizing potential and advantages, creating momentum for socio-economic development.
Second , promote economic restructuring, associated with growth model innovation from breadth to depth, improve productivity and competitiveness, based on digital transformation, science and technology and innovation, develop green economy, circular economy, and adapt to climate change.
Third , promote public-private partnership, attract resources, focus on investing in socio-economic infrastructure, especially transport infrastructure, urban systems, industrial parks and industrial clusters, social infrastructure, cultural infrastructure, education, and healthcare. Focus on developing social housing and housing for workers; in which creating favorable conditions for land, administrative procedures, mobilizing businesses and people to participate. Focus on developing logistics, playing a transit role for the Mekong Delta region.
Fourth, continue to promote administrative procedure reform, improve the investment and business environment, enhance competitiveness; strengthen dialogue, promptly resolve difficulties and obstacles, and create favorable conditions for investors and businesses. Build a streamlined apparatus, improve effectiveness and efficiency, and build a team of qualified, well-trained civil servants and public employees. "Request localities to review and cut out cumbersome procedures; do not issue documents and procedures that increase costs for people and businesses, hindering development," the Prime Minister said.
Fifth, focus on improving people's knowledge, training human resources, nurturing talents, improving the quality of human resources, especially high-quality human resources; invest more in education and training, especially vocational training, to serve the province's key industries and fields. Focus on enhancing the application of science and technology, promoting the creative startup ecosystem in the area.
Sixth, improve the effectiveness of foreign affairs and international integration; focus on strengthening the friendly and cooperative relations between Vietnam and Cambodia, effectively exploit the role of a trade and cooperation hub with Cambodian localities.
"If these 6 tasks are carried out well, I am sure Long An province will be able to implement the newly announced planning," the Prime Minister affirmed.
Investors are requested to seriously implement their commitments.
For the business community and investors, the Prime Minister suggested having a long-term, sustainable business strategy, seriously implementing investment commitments, cooperation agreements, complying with the law, and following the planning of the Province. Accompanying the authorities at all levels; frankly giving comments and suggestions, responsibly and constructively with the authorities. Implementing a good business culture, the spirit of "harmonious benefits, shared risks"; ensuring regimes and policies for employees, actively participating in ensuring social security.
The Prime Minister hopes that enterprises that have been granted investment registration certificates and investment policies will promptly complete procedures and speed up progress, soon putting projects into operation in the spirit of "If you say you must do it; if you commit, you must do it effectively", focusing on a number of new driving forces such as digital transformation, green transformation, green growth, circular economy, and sharing economy.
For central ministries and branches, the Prime Minister requested effective implementation of the Party's guidelines and policies, the State's policies and laws, and the direction of the Government and the Prime Minister; creating a favorable investment and business environment with the motto "Taking people and businesses as the center, the subject to serve and the goal and driving force of development".
Along with that, promptly and effectively resolve recommendations and proposals from the province, people and businesses; promptly complete relevant legal regulations and policies. Closely coordinate with Long An to assess the current situation, have solutions to improve the investment environment, create favorable conditions to reduce costs for people, businesses and investors.
The Prime Minister hopes and believes that the success of today's Conference is a good start, creating a ripple effect and attracting more and more businesses and investors to Long An, creating specific, measurable products, contributing to promoting the province's rapid and sustainable development, realizing the Provincial Planning with a vision to 2050 to become the leading industrial province in the country, one of the important growth poles of the Mekong Delta region.
