Increasingly sophisticated
In early March, female student NTT (3rd year of the University of Education, Hue University) was scammed out of 65 million VND by a bad guy. This student received a phone call from a strange number, claiming to be from the police and threatening her with content related to a money laundering ring. Due to threats and psychological manipulation, T. transferred 65 million VND to the account provided by the scammer phone number. After discovering that she had been scammed, T. reported to the school and was instructed to go to the police station to report.
According to female student T., although she knew about this scam online, she was surprised and passive, leading to confusion and anxiety and followed the scammer's instructions.
Previously, in February 2025, Hue University of Education issued a warning that a subject had forged a document from the school about organizing student exchange activities and granting short-term scholarships from Australia; then, widely distributed it to many lecturers and students. Notably, the document required students of the school who wanted to participate to complete procedures such as submitting a CV, financial statement with a minimum balance of 500 million VND... The University of Education affirmed that it did not issue this document and that the information, signatures, and seals in the notice were all fake. The school also reported the incident to Hue City Police for support in the investigation.
According to information from Hue City Police, the crime situation of taking advantage of cyberspace and using high technology to commit crimes continues to develop complicatedly, with the emergence of fraud and property appropriation crimes using many new and sophisticated methods and tricks.
The subjects are mainly overseas, forming closely-organized and linked networks, using many tricks to avoid detection by the police force, causing great damage to people's property, negatively affecting security and order in the area.
Deploy peak period
Faced with the somewhat increasing trend in recent times, the People's Committee of Hue City has issued Plan No. 122 to implement a peak period of propaganda to prevent and combat crimes that take advantage of cyberspace and use high technology to defraud and appropriate property, in order to strengthen prevention and effectively combat this type of crime.
In particular, focusing on a number of specific targets such as: 100% of households are informed; 100% of agencies, organizations, enterprises, and local authorities at all levels organize dissemination and dissemination to all workers; build and maintain at least 1 model to launch a mass movement to protect national security in each commune-level area on preventing crimes that take advantage of cyberspace and use high technology to defraud and appropriate property; 100% of reports and denunciations related to high-tech crimes and online fraud are received, classified and promptly handled according to regulations...
According to Hue City Police, the unit will continue to advise the City People's Committee to direct departments, branches, sectors, organizations and localities to carry out propaganda work to raise awareness and vigilance of cadres, party members, union members, youth, women's union members and the masses in preventing and combating crimes of fraud and property appropriation in cyberspace. Especially focusing on propaganda according to the slogan "5 no, 2 must".
Hue City Police strengthen working measures to promptly detect, prevent, combat and handle subjects who take advantage of cyberspace and use high technology to defraud and appropriate property; determined to reduce and minimize the number of cases and the amount of money defrauded and appropriated in cyberspace.
