The car road project to the administrative center of Ninh Phuoc commune has a total length of 5.1km. The contractor is a joint venture between 6.3 Joint Stock Company and Trung Trung Bo Joint Stock Company. The project implementation period is from 2021 to 2024. However, up to now, the project is still stuck in the land clearance.

Mr. Nguyen Van Hoa - Chairman of Nong Son District People's Committee said that the project is stuck at 2 locations. The first area of ​​the route cannot be cleared due to Mr. Nguyen Van Long's house. This is a poor household, Mr. Long's wife has a serious illness, has 4 children of school age, but the land area where the family lives is not residential land. Therefore, only compensation for assets on the land, cannot be arranged according to the resettlement plan. A resettlement land location with the current unit price of about 400 million VND is beyond the ability of this family. The locality has made efforts to mobilize and propagate for many years, but has not yet found a "common voice".

In addition, in the project area, there is land related to deforestation cases occurring in Ninh Phuoc commune. Currently, the forest status inspection has been completed, so the People's Committee is proposing a plan to assess the current status to hand over land for project implementation first. At the same time, the case is still being prosecuted according to legal regulations. Because if we wait until the prosecution is completed before handing over the land for the project, it will take a very long time.

“Due to site clearance issues, the investor has only handed over 90% of the site to Trung Trung Bo Joint Stock Company and 30% of the site to 6.3 Joint Stock Company to implement the project,” informed Mr. Nguyen Van Hoa.

Mr. Tran Phu Hoa - Director of Trung Trung Bo Joint Stock Company said that 90% of the site has been cleared, but the construction is facing difficulties due to the large amount of excess soil, while the waste dump does not guarantee capacity. Nong Son has planned 3 mines to serve the project, of which 1 with a capacity of ^30,000m3 is currently full, the remaining 2 have not been cleared yet. Therefore, to speed up the construction progress according to the construction plan in sections, the excess soil must be handled soon.

“Because of the long-term land clearance, the price of materials and labor has increased, causing many difficulties for businesses. In fact, the inter-departmental price is much lower than the actual price. We hope that the Provincial People's Committee will direct timely adjustments. If by the end of this year, the Nong Son District People's Committee completes the land clearance, the contractor commits to speed up the construction progress and complete it in 2025,” said Mr. Tran Phu Hoa.

Must complete the site by the end of 2024

According to Chairman of Nong Son District People's Committee Nguyen Van Hoa, the entire project has a surplus of ^125,000m3 of soil, minus ^75,000m3 of differentiated soil, leaving ^65,000m3 to be dumped. Meanwhile, the Ho Cai Lake project is short of about ^65,000m3 of soil. Nong Son District People's Committee has completed the relevant documents and procedures, submitted to the Department of Natural Resources and Environment for permission to take the surplus soil from the Highway Project to the administrative center of Ninh Phuoc commune to dump into Ho Cai Lake. This is a solution to reduce the project's budget and speed up construction progress.

Inspecting the progress of the project recently, Vice Chairman of the Provincial People's Committee Tran Nam Hung criticized Nong Son's land clearance work. Mr. Hung said that regarding the problem related to Mr. Nguyen Van Long's household, Nong Son needs to be flexible in resettlement arrangements. For example, changing the land use purpose of Mr. Long's family or arranging for inter-residents in a suitable location in the district.

In case the household does not have any other residential land or house in the district, it is necessary to agree on the policy of debt for land use fees according to the provisions of Article 26 of Decree No. 88/2024 dated July 15, 2024 of the Government. This land plot was granted to his family with a "red book" but was recorded as a debt, so it cannot be transacted with the bank or bought and sold. When the family has the conditions, the debt will be paid and cleared on the "red book". During the mobilization process, the district needs to explain so that people understand and agree.

“The People's Committee of Nong Son district urgently approves the compensation, support and resettlement plan, as a basis for mobilizing households to hand over the land in October 2024. At the same time, consider supporting Mr. Long's family with a great solidarity house. In case the households do not agree, the District People's Committee will urgently carry out procedures to enforce land recovery to implement the project. And once enforced, they will not be entitled to support policies" - Mr. Hung noted.

Regarding the problem related to the current deforestation situation, Mr. Hung directed the Department of Agriculture and Rural Development to urgently inspect and appraise the dossier assessing the current state of the forest to establish procedures for converting the purpose of using forest land to land for construction works according to regulations. The People's Committee of Nong Son district coordinated and provided all relevant records and documents, especially filming and taking pictures of the entire current state of the forest within the project area to serve as a basis for assessing the current state before implementing the construction work and performing related tasks.

Along with completing site clearance in 2024, Vice Chairman of the Provincial People's Committee Tran Nam Hung requested the Nong Son District People's Committee to direct the contractor to flexibly implement the construction plan to accelerate the disbursement of the 2023 capital source (about 5.6 billion VND) before December 31, 2024. At the same time, the Department of Transport was assigned to preside over and coordinate with the Department of Planning and Investment and related units to advise the Provincial People's Committee to consider and adjust the extension of the project implementation period to December 2025. However, the Nong Son District People's Committee needs to have a report explaining and checking the responsibilities of relevant collectives and individuals and get the consensus of the Standing Committee of the District Party Committee.
