The Ministry of Education and Training has just issued a draft circular stipulating the conditions, procedures, and authority to recognize diplomas issued by foreign educational institutions for use in Vietnam, replacing Circular No. 13 of 2021.
Accordingly, a diploma issued by a foreign educational institution is recognized when it meets one of three conditions:
Firstly, the training program must be quality-accredited by a competent authority on educational quality accreditation, or a competent educational authority of the country where the foreign educational institution is located.

Second, the foreign educational institution must be authorized by the competent educational authority of the country where the foreign institution is located to provide training and grant degrees, or have its quality recognized by the competent educational quality assessment authority of that country. In addition, the degree must also be recognized by the competent educational authority of that country.
Third, diplomas granted by foreign educational institutions fall within the scope of application of agreements on diploma equivalence or mutual recognition of diplomas that Vietnam has signed.
Compared to the 2021 circular, this draft circular has added a third condition and removed the content on exemption from recognition procedures for diplomas issued by foreign educational institutions to learners sent by the Ministry of Education and Training to study with the state budget and learners under joint training programs with foreign countries in Vietnam.
For joint training programs with foreign countries implemented in Vietnam, Vietnamese educational institutions must confirm in three documents that the joint program meets the regulations on joint training and the joint training approval document from the competent authority as prescribed.
The recognition of diplomas granted by foreign educational institutions to learners affected by war, natural disasters, epidemics, fires and other force majeure events is decided by the Minister of Education and Training.
For foreign diplomas at university education levels, the Director of the Diploma Recognition Center under the Department of Quality Management, Ministry of Education and Training will recognize. As for junior high school and high school diplomas, and certificates of completion of general education programs, the Director of the Department of Education and Training will recognize.
