(NLDO) - The Department of Education and Training of Ho Chi Minh City proposed to be given the initiative to the facilities in organizing the 10th grade exam, including: Choosing a third exam subject suitable to the local characteristics.
The Department of Education and Training of Ho Chi Minh City has just officially sent a document to the Department of Secondary Education - Ministry of Education and Training for the second time to give comments on some contents of the Ministry's proposed amendments and supplements to the Ministry's Regulations on Secondary School Admissions and High School Admissions.
According to the leader of the Department of Education and Training of Ho Chi Minh City, based on the comments of the Departments of Education and Training and general education institutions in the area, the department synthesized the opinions and recommended that the Ministry of Education and Training consider adjusting some contents. Specifically:
With the content "Regarding the organization of 10th grade high school entrance exams : The basis for admission is the training results and learning results of the years of general education program (GDPT) at junior high school level or continuing education program at junior high school level of the admission subject. If a grade is repeated, the results of the repeated year of that grade will be used.
The HCM City Department of Education and Training commented: Using the results of training and studying for 4 years of secondary school as a basis for admission can create unfair problems in admission, leading to a lack of consensus from parents. Because the learning results of students at schools can be affected and impacted by many different factors, creating a "skew" in the evaluation results of teachers. In the long run, this causes the situation of "beautifying" the transcript to increase opportunities for students.
Regarding the organization of the 10th grade entrance exam : The number of exam subjects is 3, including math, literature and a third exam subject or a combined exam. The third exam subject/combined exam subject is selected by the Department of Education and Training, the university education institution chooses 1 of 2 options, announced before March 31 every year.
The third subject is selected from among the subjects that are assessed by scores in the secondary school general education program. The selection of the third subject has changed over the years to achieve the goal of comprehensive education in the basic education stage. The combined exam is selected from among the subjects that are assessed by scores in the secondary school general education program.
The Ho Chi Minh City Department of Education and Training commented: The 2018 General Education Program was built on the basis of the Party and State's viewpoint on fundamental and comprehensive innovation in education and training, inheriting and promoting the advantages of previous programs. The actual implementation of the program has shown many strengths and improvements, the most obvious of which is that it has paid more attention to developing the qualities and abilities of learners.
At the secondary level, Circular 32/2018 of the Ministry of Education and Training clearly stipulates that it is necessary to ensure that students have access to basic knowledge and issues, understand the principles and determine their own orientation, as a basis for choosing appropriate subjects at the high school level to study and research in depth, as a basis for career orientation at the university level according to their strengths.
Therefore, the decision to have a third exam subject must ensure that it does not affect psychological issues, the review process and the choice of subjects at the high school level of students. Based on the 2018 General Education Program, high school has 6 compulsory subjects including: Literature, Mathematics, Foreign Language, Physical Education, National Defense - Security Education, History. Of which, foreign language is a compulsory subject for students to study from grade 3 to grade 12; the remaining subjects when entering high school, students can choose not to study for 3 years, due to their career orientation. Therefore, randomly choosing subjects other than Mathematics and Literature leads to students having to take subjects that are not in their orientation, thereby causing psychological "shock" and stress before the exam.
On that basis, choosing a foreign language as the third subject ensures psychological stability, consistent with the career orientation goals of all students due to the consistent characteristics of the 2018 General Education Program. Choosing a foreign language subject meets the goals set by the Politburo in Conclusion 91-KL/TW on gradually making English the second language in schools, aiming for learners to become global citizens in the future.
Regarding the content of announcing benchmark scores at the same time as announcing exam scores, the Department of Education and Training suggested : Allow localities to decide when to announce benchmark scores based on the local enrollment characteristics, ensuring the rights of candidates and in accordance with the opening schedule of the Ministry of Education and Training. This is to help localities proactively adjust enrollment plans in accordance with the actual conditions and needs of the region. Avoid the situation where a candidate is admitted to many schools, many types at the same time, causing an imbalance in enrollment targets of the schools. Create conditions for high schools to proactively prepare appropriate facilities and personnel; ensure fairness in enrollment and optimize the allocation of students according to their wishes and abilities.
According to the Ho Chi Minh City Department of Education and Training, it is necessary to issue unified regulations on junior high school and high school admission nationwide. These regulations will be the basis for the Departments of Education and Training to develop admission regulations suitable for the locality. This will help junior high school and high school admissions become increasingly public and transparent, meeting the requirements of society, especially in the 2025-2026 school year, the first year of organizing the high school entrance exam according to the 2018 general education program.
In order to help develop appropriate regulations and effectively support localities, the Department of Education and Training of the City proposed that the Ministry of Education and Training consider giving the Departments of Education and Training the initiative in organizing the exam, including: Choosing a suitable third subject; developing regulations for organizing work, invigilation, grading and marking; selecting personnel to participate in the exam; deciding the time to announce the results. This decentralization helps the Departments of Education and Training flexibly adjust the organization of the exam according to the development goals of each locality.
