Prime Minister Pham Minh Chinh and Deputy Prime Minister Le Minh Khai attended the Conference.
Speaking at the Conference, Minister of Planning and Investment Nguyen Chi Dung emphasized the opportunities, challenges and results that the Vietnamese economy has achieved in 2023, as well as in half of the 5-year Plan 2021-2025.
The Minister assessed that looking back from 2020 to now, the world is changing very quickly, fundamentally, comprehensively and profoundly, and at the same time very complicatedly, unpredictably and unpredictably in many areas of economics, finance, politics, society, regional and global security. The context and world situation have had a significant impact, both in the short and long term, on the economy of the whole country and localities, but "we have firmly overcome difficulties and challenges, continuing to achieve important and quite comprehensive results in 2023 and in more than half of the term".

10 Highlights
Reviewing the outstanding results in 2023, as well as recent years, Minister Nguyen Chi Dung pointed out 10 bright spots.
Firstly, develop a new mindset and a new strategic vision for development, in line with the country's new position and strength, increasingly better meeting practical requirements for each industry, field and locality both now and in the future.
Second, the scale and potential of the economy are constantly being raised, growth is promoted on the basis of maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy.
Third, implementing three strategic breakthroughs has achieved many clear results. Promoting decentralization and delegation of power in conjunction with resource allocation, creating conditions for sectors and localities to promote initiative and flexibility.
Fourth, complete the basic goal of submitting and approving plans in 2023, creating a legal basis for ministries, branches and localities to prioritize attracting investment and allocating resources for developing sectors, fields and localities in the medium and long term.
Fifth , create a breakthrough in regional linkage institutions, establish and strengthen the activities of regional coordination councils to effectively coordinate the implementation of Politburo Resolutions on regional development, creating new driving forces and growth poles for the country.
Sixth, the disbursement of public investment capital in 2023 has achieved many positive changes, with monthly and quarterly disbursement results always higher than the same period in both relative and absolute terms.
Seventh, promptly and synchronously deploy many policies and solutions to support production and business, enterprises, especially small and medium enterprises, to overcome difficulties and adapt to new global trends.
Eighth, Vietnam's position and role in the global foreign investment flow continues to be raised. 2023 is considered a successful year in attracting FDI capital, with a record of 36.6 billion USD registered, more than 23 billion USD disbursed and a series of high-quality projects such as phone manufacturing projects, electronic components, chip manufacturing, etc.
Ninth , strongly promote innovation, digital economy, green growth, circular economy, new economic sectors such as chip manufacturing, semiconductors, high-tech agriculture, high-quality human resource training, improve the effectiveness of investment promotion and attraction, support overseas investment, etc.
Tenth, foreign affairs and economic diplomacy have achieved many important successes, enhancing the country’s position and prestige and opening up new opportunities and advantages for national development. Belt and Road cooperation and diplomatic activities with Laos, Cambodia, and Mekong River basin countries continue to be promoted.
"These are important results, not only helping to promote growth and socio-economic development in 2023, but also enhancing internal capacity, autonomy, and clearly improving the fundamental factors for the country's rapid and sustainable growth in the future.
The economy also reflects the important contributions of the industry and the Ministry of Planning and Investment. Today's achievements of the industry and the Ministry are the result of the persistent innovation process, the combination of courage, intelligence, breakthrough thinking and steadfastness to the end for their advice," Minister Nguyen Chi Dung emphasized.

Promoting innovation and creative startups
Entering 2024, Minister Nguyen Chi Dung said that difficulties still exist. "But in difficulties there are always opportunities. If we know how to seize the opportunity, challenges can become the driving force for the country's development in the new situation. And this requires the crystallization of creativity, solidarity, and persistent and continuous efforts of the entire political system."
The industry has identified the motto "Intelligence Convergence - Towards the Future", not only passively researching and finding response plans, but also proactively grasping the times, being quick, flexible and courageous to seize development opportunities, finding new directions and new motivations to realize the development aspirations by 2030 and 2045 set by the 13th Party Congress.
According to the Minister, in the new context and situation, before the new moment of the country, the entire Planning - Investment and Statistics sector must closely follow the new situation and developments, focus on evaluating results, draw lessons to prepare for building Resolutions for Congresses at all levels in the coming period, do a good job of advising the Party, State and localities in the coming development period, and strive to achieve the goals set by the 13th Party Congress.
“The task is challenging, but with determination, nothing is impossible,” Minister Nguyen Chi Dung affirmed.

Regarding the 2024 mission, Deputy Minister of Planning and Investment Tran Quoc Phuong said that the Ministry will continue to affirm and enhance its position and role as a comprehensive advisory agency, a pioneering role in building the country's development vision, innovating thinking, thinking, and working methods to ensure good implementation of strategic advisory functions, and implementing many reforms and breakthroughs.
To achieve the goals, the Ministry will focus on specific tasks and solutions to maximize the positive aspects and results achieved in recent years; urgently, resolutely and persistently overcome limitations and shortcomings, and make efforts to complete the goals and tasks according to the Government's 2024 action motto of "Discipline, responsibility, proactiveness, timelyness, acceleration, creativity, sustainable efficiency".
According to Deputy Minister Nguyen Quoc Phuong, the Ministry will continue to direct and operate resolutely to complete the projects and tasks assigned by the Government and the Prime Minister; closely follow the world and domestic economic situation to promptly advise on appropriate solutions and policies to effectively implement the goals and tasks of the proposed socio-economic development plan.
At the same time, continue to be steadfast and persistent in the priority goal of promoting growth associated with maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy. Focus on promoting faster and stronger disbursement of public investment capital from the beginning of 2024.
At the same time, the Ministry will also promote administrative reform and administrative procedures; continue to advise on cutting and simplifying regulations related to production and business activities. Continue to direct research and advise on the implementation of new economic models.
"In particular, the Ministry of Planning and Investment has set out the task of promoting innovation and creative startups. Researching mechanisms and specifying regulations in supporting innovative enterprises. Linking and cooperating with international organizations, domestic and foreign enterprises to maximize financial and intellectual support sources to participate in innovation activities," said Deputy Minister Tran Quoc Phuong.
In addition, in 2024, the Ministry will closely monitor the production and business activities of enterprises and cooperatives. Focus on advising on resolving difficulties and barriers to the operations of enterprises, cooperatives and business households... Continue to investigate, synthesize and provide timely and accurate statistical information. Promote the implementation of regional linkages, regional planning and provincial planning.
