In the first two months of the year, the Customs sector's budget revenue reached 56,420 billion VND.

(HQ Online) - According to the General Department of Customs, as of February 29, the entire sector's revenue to the State budget reached VND 56,420 billion, equal to 15% of the assigned estimate, down 2.4% over the same period in 2023.

The assessment shows that although the import-export situation of the whole country in the first two months of the year recorded an increase of 19.2% in turnover, the state budget collection results of the Customs sector decreased. The state budget collection in February alone reached only VND 25,118 billion, down 19.8% compared to January 2024.

The reason for the decrease in revenue is due to the sharp decrease in taxable import turnover of some main items compared to the same period in 2023.

Typically, due to the impact of preferential import tax rates on gasoline from the ASEAN market, businesses mainly import from ASEAN instead of from Korea with a gasoline tax rate of 8%. Therefore, in the first two months of the year, the amount of imported gasoline reached approximately 1.1 million tons, worth 897 million USD, down 23.3% in volume and 30.2% in value.

In addition, the imported complete automobile group reached nearly 16,500 units, worth 345 million USD, down 38.4% in volume and 39% in value.

At the same time, the revenue estimate of 10 provincial and municipal customs departments with large revenue only reached VND 47,513 billion, equal to 14.35% of the assigned estimate, down 4.78% over the same period in 2023.

In which, some units have decreased state budget revenue index such as Ho Chi Minh City Customs Department decreased by 15.91%; Hai Phong Customs Department decreased by 9.88%...

Entering March, the General Department of Customs requested units in the whole sector to focus on effectively implementing financial tasks - State budget in 2024; strictly managing revenue sources. Thoroughly grasp and deploy solutions according to Directive No. 371/CT-TCHQ dated January 24, 2024 on synchronously and drastically implementing solutions to facilitate trade, improve the effectiveness of state management, and prevent revenue loss in implementing the State budget collection task in 2024.

At the same time, strengthen the fight against revenue loss through inspection and supervision of customs procedures, tax management, post-clearance inspection, specialized inspection, internal inspection, and the fight against smuggling and trade fraud.

Accordingly, focus resources on synchronously implementing specific solutions such as: strictly checking the quantity, weight, type, name of goods; value of imported and exported goods; classifying goods, applying codes and tax rates; origin of goods; implementing tax exemption/reduction/refund/incentives; proactively reviewing, classifying, collecting and handling tax debts; supervising imported and exported goods, means of transport for processed goods, export production, export processing, bonded warehouses, extended air cargo warehouses; imported goods sent via express delivery services, postal services; transit goods, temporarily imported and re-exported business goods, goods transported under customs supervision; goods, means of transport brought in, taken out, and stored at border gates by road, sea, air, rail, and inland waterways.

At the same time, resolutely deploy professional control measures; post-clearance inspection, specialized inspection, internal inspection; properly and effectively use machinery, equipment, and support tools in customs supervision, inspection, and control work according to regulations.
