2,000 leaders, lecturers, researchers, and staff trained by USAID's Higher Education Innovation Partnership Project

The USAID-funded Partnership for Higher Education Innovation (PHER) organized a Learning event to evaluate the project implementation results in the 2022-2024 period and exchange lessons learned during the implementation process. Through close coordination between 03 Universities (Ho Chi Minh City National University, Hanoi National University and Danang University) with Indiana University (USA) and domestic and foreign partners and experts, the Project has implemented many important activities, gradually contributing to the goal of becoming international universities of the three Universities.

After more than two years of implementation, the Higher Education Innovation Cooperation Project has carried out activities such as training to improve professional capacity for managers, lecturers, and scientists; organizing conferences and seminars to promote research cooperation activities; and consulting on the development of training programs, management information systems, etc. for three universities according to the four main components of the project: University Governance Innovation, Improving Teaching and Learning Quality, Improving Research and Innovation Capacity, and Strengthening University-Enterprise Connection. Accordingly, more than 2,000 leaders, lecturers, researchers, officials, and lecturers from three universities and 19 member schools have been trained to improve their management capacity, teaching capacity, research capacity, and skills development.

The University Governance Innovation Component has implemented outstanding activities such as: building and implementing a results-based management system (KPI), a management information system (MIS), and building Dashboards for operations. In addition, the internal quality assurance of training programs has been improved through the development of processes, tools, and guidelines to ensure that training programs meet the needs of learners and the labor market, aiming to develop quality human resources. At the same time, the leadership and key management staff of the three universities have improved their leadership capacity and learned the governance model from Indiana University (USA).

About Component Improving the quality of teaching and learning : 620 lecturers of the three universities have been developed in teaching through training courses for lecturers such as "Teaching for Student Success" and "Professional Development in Blended Teaching". At the same time, the project has supported the development of five online courses, contributing to promoting the online training process in accordance with the digital higher education model of each unit. In addition, the project has supported universities to review and prepare for 17 programs to conduct quality accreditation according to the standards of ASIIN (Accreditation Council for Engineering, Information and Natural Sciences Programs) and ACBSP (Accreditation Council for Business Schools and Programs). These efforts have contributed to improving the competitive position of universities and the quality of high-quality human resources for Vietnam.

Regarding the Research and Innovation Capacity Building Component : The three universities were supported to improve their research capacity through typical activities such as building and developing the Vietnam - International Academic Network (VIAN); improving the research management and support system; implementing a scholar exchange program... The project has supported the three Vietnamese universities to organize international scientific conferences with the participation of prestigious international scientists and to expand the network connecting scientists of the three universities with international scientists. Through these activities, 22 research proposals and 43 manuscripts were developed, increasing opportunities for international publication and promoting research and training cooperation. In addition, the three universities have completed the regulations on Scientific Integrity and the Research Ethics Council, aiming for an honest, responsible and transparent science.

Regarding the University-Enterprise Connection Enhancement Component , the Project creates conditions for the young generation to develop comprehensively and meet the increasing demands of the labor market. 170 students are trained to improve their professional and leadership skills, develop their creative potential and master the future.

After discussing and evaluating the project's activities in the period of 2022-2024, delegates attending the event from the three universities agreed that the PHER Project in the past period has made practical contributions to the management, training and scientific research activities at the three universities, supporting the implementation of each university's development strategies. In addition, the results of the PHER project contribute to the achievement of the outcome indicators of the Vietnam National Universities Development Project that the three universities are jointly implementing. In the next implementation phase, the three universities hope that the activities of the PHER Project will be implemented more effectively and successfully towards achieving the common goals set by the Project.

"With the results achieved, the Project hopes to effectively contribute to promoting innovation in higher education in Vietnam, meeting the goal of improving the quality of human resources, serving the cause of industrialization, modernization and international integration of Vietnam." - Prof. Dr. Tran Ngoc Anh, Project Manager said.

Also at the event, the three universities actively exchanged and discussed lessons learned in the past and agreed on implementation plans for the coming period.

The project is implemented by Indiana University (USA), funded by the United States Agency for International Development (USAID), in partnership with three major universities in Vietnam to innovate in governance, teaching and research. The Higher Education Innovation Partnership Project is the product of extensive consultation between USAID and the three largest universities in Vietnam, along with the Ministry of Education and Training, the Ministry of Finance, the Ministry of Planning and Investment, the Ministry of Science and Technology, Indiana University and the World Bank. This partnership helps promote higher education innovation as outlined in the 2018 revised Law on Higher Education.
