The 2023 Provincial Innovation Index (PII) was developed and announced by the Ministry of Science and Technology on the afternoon of March 12. In addition to the overall national ranking based on 52 component indicators, the 2023 PII also ranks 63 provinces and cities divided into 6 economic and social regions. The index also lists the top localities in each region.

The Northern Midlands and Mountains region has 14 localities, of which the 3 leading localities in the region are Thai Nguyen (47.75 points, ranked 10th), Bac Giang (46.51 points, ranked 11th) and Phu Tho (41.29 points, ranked 20th).

Among these, Thai Nguyen and Bac Giang both have high proportions of industry and construction and average income per capita at a fairly good level.

Thai Nguyen has many indicators achieving absolute scores, on a 100-point scale, such as average annual production and business capital of enterprises, enterprise development level with foreign direct investment and export value.

Bac Giang leads in impact and high index of institutions and infrastructure. Meanwhile, Phu Tho has a fairly high proportion of industry - construction and services, outstanding in some pillars of human resources and research and development, and business market.

The Red River Delta has 11 localities, of which the top 3 localities are Hanoi (62.86 points, ranked 1st), Hai Phong (52.32 points, ranked 3rd), and Bac Ninh (49.20 points, ranked 6th).

All three leading localities in the region are among the top 10 localities in the country in PII 2023. These localities all have high per capita income, industry - construction, and services account for a high proportion of the economic structure and spend heavily on research and development (R&D).

Hanoi ranked first in both innovation output and input thanks to leading 14/52 component indices. These include indices on research and development, innovation such as human resources, expenditure on research and development, number of science and technology organizations, rate of enterprises with research and development activities, rate of enterprises with innovation activities and outputs on intellectual property such as inventions, utility solutions, plant varieties, industrial designs or socio-economic impacts such as human development index.

Hai Phong ranks second in the country in terms of institutional system, with a leading position in policies promoting science and technology innovation to serve socio-economic development. The locality also has strengths in the rate of high school students participating in science and technology research competitions, administrative reform, and human development indexes.

Bac Ninh is assessed as having strengths in human capital and research and development, including education and average expenditure on education and training. Bac Ninh also has high scores in terms of impact on production and business such as export value/GRDP, the ratio of investment projects operating in industrial zones and foreign direct investment.

The North Central and Central Coast region has 14 localities, the three leading localities in the region are Da Nang (50.70 points, ranked 4th), Thua Thien Hue (44.01 points, ranked 14th), Ninh Thuan (39.69 points, ranked 21st). Most localities in the region have higher innovation input results than output (except Quang Tri and Binh Thuan).

Da Nang ranked 4th among the localities leading the most component indexes, with 5/52 indexes. These include indexes such as expenditure on science and technology, number of science and technology organizations, private sector credit, enterprise density, number of newly established enterprises. Da Nang has a high per capita income and a developed service industry, accounting for a high proportion in the economic structure.

Thua Thien Hue has a fairly good per capita income. Ninh Thuan has an average per capita income but has a fairly good proportion of industry - construction and services.

The Central Highlands consists of 5 localities, with 2 localities leading the region: Lam Dong (43.58 points, ranked 15th), Kon Tum (34.44 points, ranked 39th).

Lam Dong is a "bright spot" in the Central Highlands, the only locality in the group of 30 localities leading the PII nationwide. This province has a high proportion of agriculture, forestry and fishery in the economic structure, with a fairly high average income per capita. Lam Dong is assessed as having strengths in the rate of employed workers, the number of 4-star or higher OCOP products, along with market entry costs and legal institutions for security and order.

Kon Tum has a high proportion of service industry but average income per capita is still low.

The Southeast region has 6 localities, in which the leading ones are Ho Chi Minh City (55.85 points, ranked 2nd), Ba Ria - Vung Tau (49.18 points, ranked 7th).

Most of the localities in the Southeast region are highly effective in transforming innovation inputs into innovation outputs. The strengths of this region are in infrastructure, market development level and business development level.

Ranked second in the country, Ho Chi Minh City leads the most component indexes with 12/52, just after Hanoi. These include indexes such as policies to support small and medium enterprises, digital infrastructure, the rate of enterprises with research and development activities, the rate of enterprises with innovation activities and some products related to intellectual property, patent applications and useful solutions. Ho Chi Minh City also has outstanding strengths, all reaching 100 points in digital infrastructure, the rate of enterprises with innovation activities, the number of newly established enterprises and the density of enterprises contributing to the country's GDP.

Ba Ria - Vung Tau has an industrial - construction sector (including oil and gas) that accounts for a high proportion in the economic structure. Ranked 7th, Ba Ria - Vung Tau leads in the human development index and stands out in many aspects such as the number of geographical indications granted protection certificates, average production and business capital of enterprises and digital infrastructure. However, the locality has revealed some weaknesses in spending on research and development R&D/GRDP, low number of trademark registrations and policies to promote science and technology that have not been focused on.

The Mekong Delta consists of 13 localities, with the top 3 being Can Tho (49.66 points, ranked 5th), Long An (44.95 points, ranked 12th) and Dong Thap (38.32 points, ranked 25th).

According to the scores and rankings, the Mekong Delta region is divided into three distinct groups, with Can Tho and Long An in the top group. This is consistent with the characteristics, natural conditions and economic structure of the localities in the region.

Can Tho is the second-ranked locality in terms of innovation output in the country, after Hanoi. This locality is outstanding in terms of knowledge products, technological innovation with patent applications and useful solutions and plant varieties.

Long An has high indexes in the rate of enterprises in industrial parks, the rate of enterprises with ISO certificates, the number of trademark and industrial design registration applications.

Dong Thap has a high proportion of the service sector and agriculture, forestry and fishery in the economy. This locality has "bright spots" in indicators such as the dynamism of local government, environmental governance, trademark registration applications and the rate of innovative startups among newly established enterprises. However, Dong Thap's spending on science and technology is still low, with a low density of enterprises and foreign direct investment/GRDP.

Deputy Minister of Science and Technology Hoang Minh said that through PII, localities know their strengths and weaknesses and, based on development orientation, improve weaknesses, strengthen strengths, and build appropriate policies to promote local socio-economy according to the current situation.

According to the Deputy Minister, the provinces and cities in the top 10 leading localities by socio-economic region have in common infrastructure, market development level, and enterprises that are very high compared to the national average. Their human capital and research and development (R&D) are also superior to other localities due to the concentration of many universities and research organizations. That is, these localities have favorable innovation inputs, helping to transform into high output results compared to other localities.
